All of these boys are carrying
on supervised 4H club work and
have an active feeding project
under way
Only ten per cent of the mem-
bership In each county Is per-
mitted to attend camp each year
due to the limited amount of
facilities to take care of them
The 4H camp Is held annual-
ly at Lake McClellan in Gray
county south of Pampa on Mc
Clellan creek
Knox Parr district agent of the
Texas A M college extension
service is in general charge of
the camp each year
The boys in attendance will be
given instructions in native pas-
ture grasses grain sorghums
wheat wild life and many other
interesting phases of agricul-
ture in which they work
For recreation the boys will be
given opportunity to take part in
the following organized activi-
ties swimming boat rides In a
motor boat rllle shooting horse-
shoe pitching Softball boxing
and many other activltle s
All of these activities will be
tinder direct supervision of coun-
ty agents and leaders in attend-
ance The buddy system will be
used throughout the camp in
other words each boy will be re-
quired to have a buddy for all
the activities participated In

7 Injured In Wreck
Here Sat Night
SeVen persons were Injured
here about 7 oclock Saturday
night when a 1937 Ford and a
1937 Dodge collided neat Cap
Rock
The two couples In the Ford
were fiom Oklahoma and had
just started on their vacation
passing through Canadian a
short time before the accident
Three persons from Galveston
were In the Dodge and were com
irg toward Canadian The driver
stated that he was going about
10 miles an hour when a pick-
up ahead of him slowed down
and that one of his front wheels
locked when he attempted to re-
duce his spcod turning him Into
the path of the Ford which had
just passed the pickup
All seven were rushed to the
local hospital by Stlckley ambu-
lance and were treated for
shock cuts and bruises All had
been dismissed by Wednesday
Both cars were badly damaged
and it is thought it will cost
around 200 to repair the Ford
and about 300 to repair the
Dodge
W O Magee employee of the
Canadian food bank had the
misfortune to break a bone In
his left foot last Friday night
Mr Magee had fastened a door
open with an old condenser and
in trying to close it later the
heavy object fell about four feet
striking his foot

Saturday night to visit with his
grandparents at Shamrock

left Monday morning to spend

The Hubbard saddle shop now
located across the street from the
Fair store is moving Into its new
home across the street from the
Hlllcrest inn recently purchased
from the Canadian truck line
Mr Hubbard has earned a rep-
utation for excellent saddle and
leathercraft work Ills new loca-
tion will give him sufficient room
to enlarge and expand his leath-
er business
A new department is being
added the making of hand-
made boots and the repairing of
boots and shoes A Mr Martin
longtime boot man will be in
charge of this work
Mrs Bill Haynes who the doc-
tors said would never be able to
walk again was able to go to
the store and buy her own gro-
ceries Monday morning for the
first time in two years
Dr Louis Hoover arrived here

Dr Hoover is director of the
division of art education at Illi-
nois State Normal university

about 1230 and by the time
they got the county clerk up and
the license In order the hour
was rather late
Mr and Mrs Plunk served ice
cream and coffee after the cere-
mony and after eating breakfast
with them the next morning the
happy couple headed for Denver
to visit with a greataunt after
which they were going on to
Wyoming and California
The bride is the daughter of
the editor of the Vici Beacon
They plan to make their home in
California where Mr Espy will
enter the ministry
The wedding was the 20th one
the marryln parson has per
formed since coming to Cana-
dian
The Hemphill County News has
been short handed for the past
two weeks but a printer is ex-
pected to be here soon to help

HOUSE JOINT RESOLUTION
proposing an Amendment to Ar-
ticle III of the Constitution of the
State of Texas by the addition of
a new Section to be known as
Section 49b creating a Veter
ans Lnnd Board and establish-
ing a Veterans Land Fund pro
viding for an election and the is
suance of a proclamation there
for
forBE IT RESOLVED BY THE
LEGISLATURE OF THE STATE
OF TEXAS
Section 1 That Article III of
the Constitution of the State of
Texas be amended by adding
thereto a new Section to be
known as Section 49b which
shall read as follows

the Veterans Land Board which
shall be composed of the Gov-
ernor the Attorney General and
the Commissioner of the Generv
al Land Office The Legislature
shall provide by law for the Is-
suance by said Board of not to
exceed Twentyfive Million Dol
lars 25000000 In bonds or
obligations of the State of Texas
for the purpose of creating a
fund to be known as the Veter-
ans Land Fund Such bonds
shall be executed by said Board
as an obligation of the State of
Texas in such form denomina
tions and upon such terms as
shall be prescribed by law pro-
vided however that said bonds
shall bear a rate of Interest not
to exceed three per cent 3
per annum
In the sale of any such bonds
a preferential right of purchase
shall be given to the adminis
trators of the various teacher re
tirement funds the Permanent
University Funds and the Per-
manent Free School Funds such
bonds to be issued only as need-
ed in the opinion of the Veter-
ans Land Board under legisla
tive authorization
The Veterans Lane Fund
shall be used by the Board for
the sole purpose of purchasing
lands suitable for the purpose
hereinafter stated situated In
this State a owned by the
United States or any govern-
mental agency thereof b own
ed by the Texas Prison System
or any other governmental agen-
cy of the State of Texas or c
owned by any person firm or
corporation
All lands thus purchased
shall be acquired at the lowest
price obtainable to be paid for
in cash and shall be a part of
the Veterans Land Fund
The lands of the Veterans
Land Fund shall be sold by the
State to Texas Veterans of the
present war or wars commonly
known as World War II In such
quantities and on such terms
and at such prices and such rates
of interest and under such rules
and regulations as may be pre-
scribed by law provided how-
ever that any such lands re-
maining unsold at the expira
tion of eight 8 years after the
effective date of this Amend-
ment may be sold to anyone as
shall be prescribed by law
All moneys received and
which have been received and
which have not been used for
repurchase of land as provided
herein by the Veterans Land
Board from the sale of lands and
for interest on deferred payments
shall be credited to the Veter-
ans Land Tund for use in pur-
chasing additional lands to be
sold to Texas Veterans of World
War II in like manner as shall
be provided for the sale of lands
purchased with the proceeds
from the sales of the bonds pro-
vided for herein for a period of
eight S years from the effec
tive date of this Amendment
provided however that so much
of such moneys as may be nec-
essary to pay interest on the
bonds herein provided for shall
be set aside for that purpose
After eight 8 years from the
effective date of this Amend-
ment all moneys received by the
Veterans Land Board from the
sale of the lands and interest on
deferred payments or so much
thereof as may be necessary
shall be set aside far the retire
ment of said bonds and to pay
interest thereon and any of such
moneys not so needed shall be
deposited to the credit of the
General Revenue Fund to be
appropriated to such purposes
as may be prescribed by law
Sec 2 The foregoing Consti
tutional Amendment shall be
submitted to a vote of the qual
ified electors of this State at an
election to be held throughout
the State of Texas on the first
Thursday In November 1946 at
which election all voters favor
ing the proposed Amendment
shall write or have printed on
their ballots the following
words

FOR the Amendment to Ar-
ticle III of the Constitution of the
State of Texas by adding Sec-
tion 49b creating a Veterans
Land Fund for the purchase of
lands In Texas to be sold to Tex-
as Veterans of World War II
Those opposing said Amend-
ment shall write or have printed
on their ballots the following
words
AGAINST the Amendment to
Article III of the Constitution of
the State of Texas by adding
Section 49b creating a Veterans
Land Fund for the purchase of
lands In Texas to be sold to Tex-
as Veterans of World War II
If it appears from the returns
of said election that a majority
of the votes cast were in favor
of said Amendment the same
shall become a part of the State
Constitution and be effective
from the date of the determina-
tion of such result and the Govt
ernors proclamation thereof
Sec 3 The Governor of the
State of Texas shall Issue the
necessary proclamation for said
election and shall have the
same published as xequired by
the Constitution and laws of
this State
Sec 4 The sum of Ten thou-
sand Dollars 10000 or so
much thereof as may be neces-
sary Is hereby appropriated out
of any funds In the Treasury of
I the State not otherwise appro
Section 49b There is hereby priated to pay the expenses ot
created a Board to be known as such publication and election
