Austin, February Ul, 1841
Friend Fitch; Today, Congress had resolved to ad-
journ: some business of importance demands attention;
and the adjournment is postponed a few days. The ap-
propriation bill has not been acted upon no system of
finance adopted, nor any modifications made in the le-
venue or direct tax laws. Governoi Smith, member'
from Brazoria, and Colonel Mcmrd, from Galvtstonv
have made reports upon finance. The popular one seems
to be Menard's. He is a clear headed and strong minded
man; and despite ot Ins broken language, conmanus me
.respect of the body of which he is a most valuable mem-
ber, and wields considerable influence. Mv opinion is
however, that no change will be effected in our currency.
A strong effort will be made to increase the tariff upon
some articles;permit others, such as coffee, sugir, salt,
iron, steel, arid coarse shoes, to enter free. Tin re.can'be
no douht but that a more efficient system should be adopted
for the collection of the direct taxes, and also to raise
some revenue from the custom houses of the East. From
the feelings of my colleagues, the whole, or a portion of
the regular army, will'be disbanded.. In my last letter,
I wrote you that the offices of Attorney General and
Postmaster,1 and Secretary of State, hadLbeen cumulated:

gress have been liberal in grants of charters and donations
of land to literary institutions. For this liberality of
spirit much is due o the Honorable C. R. Johns, one of
the'members from Red River county: h was chairman
of the Committee on Education. His reports, like his
remarks in the House, were always brief, -sententious,
clear and sensible. In every vote and measure he ex
iibited the character of the gentleman scholar and pat-
riot Texas would gain much if such men could always
be found in her,councils
No system of finance, dide'rent from the miserable old
one Texas has, and perhaps will pursue, until an accumu
lation of debt under uhich she can no longer struggle.
Bhall compel her to adopt soma other. Bonds and Pro
missory Notes are to be our miserable aid fluctmiing
currency. The measure to destroy the army has failed ;
but no appropriation has been made.
From the West, all is peace and quietness; at least so
far as Mexico is concerned Indians steal horses and
commit massacres as heretorore.
To-night we adjourn: the long session is at last brought
to a close. The army bill, and the bill, to regulate fees
-of sheriffs, clerks, &c. &&, are lost by adjournment The
"Franco Texan bill (a copy of which I will furnish you)
-was destroyed in the Senate: it created much excitement
Dr. Moore made an able and eloquent opposition to its
passage nobly sustained by senators Muse, Greer, Les-
ter, Kendrickand Gaines. The principal features were,

rell, althounh appointed, has declined the office of Secre
tary of State. Rumor says that Mayfield, the talented
member from Nacogdoches, will occupy the station His
talents deserve it Judge Webb, it is said, goes to France
Texas will be well represented by this urbane, gentle-
manly, and accomplished individual.

heretofore fixed by law, "be, and iheyare hereby doubled, and

and on any letter intended to be conveyed by any ship or vessel
beyond ea, or received from any pUcr beyond sea, by any ship
or vessel, there shall be paid at the tune ol its reception a post-
age of fifty cpnts.
