Gov. "West, of Utah, has forward-
ed his current annual report to
Washington. He points out the im-
prudeuce of admitting the Territory
as a State so long as lhat process
means handing it over, bound hand
and foot, to men who are now in
practical rebellon against the nation-
al authority. Incidentally he states
with reference to the political pre-
dilections of the Mormons that
"neither of the great political parties,
Democratic nor Republican, so far as
the past history of this people is
concerned, can lay claim, with any
degree of certainty, to their sup-
port." The causo for this is not far
to seek. "This people"' are neither
"Democratic nor Republican" for
the simple reason-that they are not,
properly speaking, Americans. They
are Mormons. Such is their self-
chosen nationally. Their forced
connection with our Government
they regard as a necessary evil
which is to be belittled in every pos-
sible way. The priests assume tem-
poral control of the people in the
name of the Church, and they tax
them one-tenth of their incomes and
enforce the collection. The large
numbers of immigrants they bring
from abroad are denied any practi-
cal knowledge of our institutions.
They are hurried directly from the
seaboard to Utah through a land
which they are taught is peopled by
their enemies. And yet the popula-
tion of this body of aliens is large
enough to form a State. Their al-
leged religion justifies any sort of
breach of faith With Gentiles it any-
thing is to be gained by it. Though
they have no polities in a national
sense, they are ready to make a deal
with whatever party will help them
to a safe exercise of their disloyalty
through relieving them from the con-
trol of Congress by making Utah a
State.
