have been two or three frosty nights, which

Preamble mid Joint Resolution, in relation
to this public fuueti'n:ry, were introduced in-
i to the Senate, by Hon. P. M. Cuxcv, of Aus
tin-county, on Tuesday, the 14th iut., and
passed a second reajling, and were ordered
to be engrossed :

Whereas, it has become apparent, that John
G. Wat runs, Judge of the United States
District Court for the District of Texas, has,
while in office, and while seeping that iin..
porlnul position, given legal opinions in
causes and questions to be litigued liereaf-
ter, in which lhe interests of individuals and
of the Stale are immensely involved, where-
by he has violated his duty as a judge, and
lias disqualified the court in which he pre-
sides from trying such q -eslions and causes,
thereby rendering it necessary to transfer
an indtfiui:e and unknown number of suits
hereafter to be commenced, to cojrtifout of
the State for trial ; and
Whereas, it is also believed, that the said

and assisted certain individuals, (if not di-

the State of 'IVxas, That the. said John C. Wa-
trous, be, and he is her-by requested, in bc

office of Judge of said United Slates Court
for the District of Tex ts.
THE TREATY. .
'The Washington correspondents pro-
fessing to have correct information on lhe
subject, give the substance of each of the
arti les of Trist Treaty in detail. The
territory ceded is the same as we have
heretofore stated. The Mexicais in this
territory are to have all the rights and im-
munities of American citizens. Grants of
land made prsor to the treaty are to he res

TgeTeti .---Grants of land in Texas made by
Mexico prior to the year 1S36 shall be res
pected. The U. S. must defend the bor
ders from Indian incursions.
In consideration of this cession of territo-
ry on the part of Mexico, the Government
of the United States hinds itself to pay
Mexico fifteen millions of dollars. In this
sum are to be included the three millions
oldollars already appropriated by Congress,
for the furtherance of peace, and now sub-
ject to the order of Mr. Trist. This sum
is to be paid immediately on (he ratifica-
tion of this treaty by the Mexican Govern-
ment. The remaining twelve millions ate to be
paid either by instalments, or by the issue
of-six per cent stock, redeemable by the
rjuited States.
The U. S. is to assume all claims of Am-
erican citizens against Mexico those al-
ready decided upon amounting to two mil-
lions, and those undecided to about three
millions. The treaty of commerce of 1S31
is to be revived for eight years.
The troops are to leave Mexico in three
months after the ratification of the treaty
by both Governments, unless the sickly
season should come on befor their embarka-
tion can be effected ; in which case, they
have to retire to a healthy situation, and
are to be furnished with supplies on ami
cable terms by the Mexican Government.
Supplies which arrive 111 the meantime,
are not to be subject lo duty.
The custom houses are to be restored to
the Mexican Government, and means aic
lobe adopted for settling the accounts.
The treaty is to be ratified by the Presi-
dent and Senate of the United States, and
exchanged within four months of its ratifi-
cation. Any future war that mav break out be

The Washington correspondent of the
Picayune in his letter of Feb. 17, says:
Mr, Rusk, of Texas, to-day made a very
o-ood speech in the Senate. He dwelt on
the necessity of continuing the war with
vigor and promised to prove to ihe Senate
that there was even now a schenv going
011 in California, by which lands were
transferred to British subjects under -the
impression and promise given by certain
British agents that the subjects and the
hinds through them, should afterwards be
protected by the British Government."
A very intelligent passenger, who has
recently been travelling extensively in
Europe", and who spent some live -or six
days in -the island of Jamaica, on his way
home, informs us that the coffee and sugar
estates there have been generally abandon-
ed. This he attributes altogether to the
effects of emancipation. He describes the
negroes in Jamaica as utterly lazy and use-
less, and living in the greatest destitution.
They work only a few hours some three
or five each day, for just enough to pre-
vent actual starvation, and depend in a
great degree upon the natural productions 1
of the soil and climate, indifferent fruits
and herbs, for sustenance. He predicts
the full out and out prevalence of the "ap-
prenticeship' system in the island the
apprentices not to be of the emancipated
negroes, but of direct importations from
Africa ! This the people require of Par-
liament to permit, and this Parliament will
do. Picayune.

Obituary.
Departed this life near La Grange.
Favetie Couutv, Texas, on the 6th day
of March 184S, Mrs. Mklinwa D. Cox,
consort of Thomas W. Cox Esq., in the
forty second year of her age. She was a
native of Davidson County, Tennessee,
and an only daughter of James and Eliza-
beth Bradford.
A few minutes .before expiring, she spoke
to tier weeping i usband of her approach-
ing end, and expressed a desire to die.
Her husband begged her to live ou ac
count of her babe
then but a few hours
old.
'Yes' she replied, c:but myiime hits
come, I must go. Glory! you must
let me die."
A few seconds after speaking these
words, without a struggle- or a murmer
she slept in death. ''Blessed are the dead,
that die in the Lord."
Mrs. Cox had been a Chilian,' both in
years. She'as "naturally of a retiring j
disposition and to appreciate her character
fully, she had to be known in her domestic
circle. She was kind and affectionate to
her family and friends and possessed tho.se
christian virtups, which ennoble the wife
and mother. She has left a breaved hus-
band and nine children to mourn her ir-
reparable loss.
Her remains were attended to their final
rest ins: place, in the Rntersville burial
ground, on the 7th inst-., by her d 'stressed
family and mourning friends. The funer-
al service was performed by Dr. Gregory,
and according to her request in her hie
time, the twenty third Psalm was also
read.
