in either’s face. Ol' Blue Hair would probably discuss the
President’s feet, while only providence can guess what
subject the cowpoke would broach."

A case of tunnel-vision?

^J^TATE SENATOR Teel Bivins is close to
W^becoming a one-issue Senator with tunnel
vision on the Canadian River land dispute, and
that concentration of energy could result in his
becoming a one-term Senator as well. That would
be unfortunate, because it would mean a loss of
four years of seniority to his district, and poten-
tially valuable legislative know-how to the State,
neither of which we can well afford.
But the Senator’s single-minded devotion to a
very special interest represented by a handful of
wealthy landowners who are closely allied politi-
cally and personally to the Senator and to the
Bivins family is damaging his credibility as a
representative of all the people of the 31st
Senatorial District.
Legal ownership of the river bottom, histori-
cally claimed by the State as public land, is
currently under litigation in the courts and
should be settled there...not by a politically-
motivated legislative coup which would by-pass
the legal issue and turn title over the private
interests.
Senator Bivins has so-far devoted his first
term in office to legislative maneuvering toward
that end, in spite of the fact that the Legislature
is deeply involved in a continuing series of spe-
cial sessions involving much more urgent
problems of much broader public concern.
It is a waste of public time and personal talent
which elevates that land grab to importance all
out of proportion to its apparent value as
acreage...unless, of course, there is much more
involved there than meets the eye. If that really
is the case, then it may be all the more important
for the State of Texas to retain public ownership
In any event, the legal issue of ownership
should be first settled in the courts before the
political pressure to give it away is allowed to
prevail in the Legislature.
