Washington—Representative Vaugh-
an of Texas has made good on one of
hit campaign promt**-* to th*- extent
of Introducing a bill looking to the
reparation of the liquor interest* from
a part of their profit* Mr. Vaughan
says $180,000,888 a year i* a conser-
vative estimate of the amount that
the distilleries and breweries would
have to give up If his bill were en-
acted Into law.
The plan proposed In the bill Is to
place the tnterual revenue tax on malt
and spirituous liquors at exactly the
same figure as the tariff duties on
those articles. That would produce
a condition whereby foreign liquors
could come Into competition with Am-
erican distilleries and breweries on
an equal basis. The present tax rate
on whiskey is $1.!0 per gallon, the
import duty la 1260 a. a protection
of U 50 per gallon to the'distilleries
Mr. Vaughan would put the Internal
revenue tax at 12.60 per gallon so that
the protective differential in favor of
the American distillers would be wip-
ad out.
"It coats 16c a gallon to make whls-
.ay," said Mr. Vaughan. The Inter
nal tax la $1.10, making the total cost
91.26. Yet, by reason of the protec-
tive tariff of $2.60 the whiskey trade
la able to get $3 per gallon for tt. If
the Internal revenue tax were as high
aa the import duties, the government
would be able to get $180,000,000 rev-
enue from the beer and whiskey trade

120,000,000 gallon*: the amount Im-
ported, 4,000,000. Of beer, the amount
brewed Is 2,000.000,600 gallons: the
amount Imported is negllgble because

the Gibson's landing crevasse In tho
Louisiana levees, twenty-five miles
north of here, are spreading with de-
structive force over Concordia parish,
claiming town after town In its path
southward to the lied river. Hundreds
of homeless peraons and thousands of
head of cattle are being moved from
the flooded district. Thus far. how-
ever, the known loss of life In this
section is confined to two negroes.
Already more than 5000 refugees
liave been taken from the territory
which is being rapidly Inundated by
the Sunday morning crevasse and
within another week It Is estimated
that the United States army relief
corps will be sheltering aud feeding
at least 20,000 more. There are 3,500
refugees In the relief camp at Natchez
and hundreds of others are arriving
