IS CHANGE GOOD?
A friend of mine reports that
during a recent visit in England
he and a number of other Amer-
icans were being addressed by
a conservative member of Par-
liament. This man said to them:
“It has been my experience that
most change is for the worse.”
change is for the worse.”
Such an attitude is understand-
able in a country of deep tra-
ditions which feels threatened
by the fantastic acceleration in
the rate of technological and
cultural change.
However, there is also some
of this same attitude in our
own land, where the future has
always been a kind of religion.

ened and insecure.
The Christian has much to
contribute in an era of revolu-
tionary change. In the first
place, he is aware of, and builds
his life upon, unchanging real-
ities. He believes in “abiding
things” such as faith, hope and
love. He remembers Jesus’
words: “Heaven and earth shall
pass away; but my words shall
not pass away.” (St. Luke 21:33)
Also, he beleves in change.
He knows that Jesus came into
the world to change men and
to change their way of life. The
history of the Christian Church
is a story of changed lives go-
ing forth to change the world.
Moreover, the Christian has
criteria by which to evaluate
change. He knows that change
is not automatically good. He
asks, in the name of his Master,
such questions as these:
Does this change make for
greater freedom and justice for
all people? Does it help to give
the abundrnt life — in body,
mind and soul? Does it make
for peace, brotherhood and hu-
man understanding? Does it
recognize the dignity of the in-
dividual?
These are the tests that de-
cide whether the change is good
or bad.

talities caused by auto and

Dr. Stanley Mohler, director
of the Civil Aeromedical Re-
search Institute in Oklahoma
City, says his research shows
that the human skull is far
tougher than was previously
suspected. In fact, as a whole,
your skull could probably stand
an impafct equal to more than
the weight of a car —about
3,600 pounds says Dr. Mohler.
The catch is that a weaker
force, concentrated on a small
area of the skull, can puncture
it, causing death.

has convinced Dr. Mohler that
60 per cent of the lives lost in
such accidents —- the over-
whelming majority on the high-

redesign car interiors to elimi-
nate completely protruding
knobs, angles, heavy door
posts, and sharp instruments;
make the dashboard of a soft
metal, perhaps aluminum, and
pad it with two inches of a
cushioning material, such as
Styrofoam; build cars out of
metal that is flexible enough to
crumple on impact.

Question: Gould the co-owner
of an E or H Bond redeem the
bond in the event of my illness
or inability to get to the bank?
Answer: Yes, provided the co-
owner had possession of the
bond. Either registered co-own-
er may cash a U.S. Savings
Bond without the permission of
the other. In the case of an
H Bond, however, it would be
necessary for the bank to for-
ward it to a Federal Reserve
Bank or branch, or the office
of the Treasurer of the United
States, and one full calendar
month’s written notice is re-
quired.
Question: What is the tax ad-
vantage, if any, in buying U.S.
Savings Bonds?
Answer: The advantage lies
first in the fact that Savings
Bonds are exempt from state
and local income taxes; second,
that interest on Series E Bonds
need not be reported for Fed-
eral income tax purposes until

when E Bonds are exchanged
for H Bonds, tax on the accrued
interest may continue to be de-
ferred until the H Bonds are re-
deemed or reach final maturity.
Question:—Should I cash in
the E Bonds I bought back in
the ’40s and buy the ones offer-
ed today at a higher rate of
interest?
Answer: No—for two reasons.
First, when last the interest
rate was raised on new bonds,
improvements were also made
in the older bonds for their re-
maining life, which means that
they are now earning at a com-
parable rate. Second, if you
cashed in your bonds, their ac-
crued interest would immedi-
ately be subject to Federal in-
come tax.

ALIBI
“Alibi” simply means “else-
where.” In popular usage, it
also has come to mean an ex-
cuse of any kind. But not in
the courtroom. There, an alibi
is only one specific kind of an
excuse: that the defendant was
elsewhere when the crime was
committed.
Thus:
“I didn’t know the gun was
loaded” is not an alibi.
“I couldn’t stop the car in
time” is not an alibi.
But “I wasn’t there” is an
alibi.
Of course, absence alone is
not a defense in every kind of
crime. A man might master-
mind a bank holdup, yet leave
the deed itself to his henchmen.
Or a man might commit orson
with a delayed-action fuse, al-
lowing him to be sunning him-
self at the beach when the fire
starts.
Clearly, absence from the
scene of the crime, in such cir-
cumstances, is not a good de-
fense.
Nob is an alibi effective if it
leaves open a reasonable pos-
sibility that the defendant —
by hurrying — might still have
committed the crime.
For instance, a man who
proved that he picked up his
girl friend at 9 p.m. was held
not to have established an alibi
for a murder committed at 8:45
p.m. The court noted that the
girl lived less than 15 minutes’
driving time from the scene of
the murder.
But if the crime did require
the defendant’s actual presence
at the scene, and if he can
prove he wasn’t there, then his
alibi is airtight.
Unfortunately, when it comes
to proof, an alibi is the kind of
defense that may be easily fak-
ed. Many a rascal has come to
court with a made-to-order ali-
bi, based on the convenient
“recollection” of obliging
friends.
Nevertheless, while the law
takes account of the danger of
fraud, it also gives full weight
to an alibi that is fairly estab-
lished.
“Alibi is not only a proper
defense”, commetned one court,
“but to an innocent man is al-
ways an essential defense, and
indeed it may be his only de-
fense.”
