A TIME TO HEAL
A favlorite passage of the late
President John F, Kennedy is
found in the Book of Ecclesiastes:
"To every thing there is a season,
and a time to every purpose un-
der the heaven ... A time to
heal . . . and a tim)e to build up."
(Chapter 3)
Just as there has been a world-
wide tribute of gratitude for 'Mr.
Kennedy’s strong leadership, so
there has been a general agree-
ment that now is "a timje to heal
. . . a tim/e to build up.’’
We need healing in the Nation.
We need to demonstrate to the
World that we can disagree without
being disagreeable, and reason
without being unreasonable. We
weed to prove that a free people
can outlaw violence, both in

thought and action. It is good to
rememjber that President Kennedy
was on a mission of healing when
he was shot. In the speech he
would have delivered that samje
night, he would have saidi: "Le
us not be petty wjhen our cause
is so igreat. Let us not quarrel
among ourselves when our nation’s
future is at stake. Let us stand to-
gether with renewed confidence in
our case — united in our heritage
of the past and our hopes for
the future.”
We need healing in the Church.
The world looks to the people of
God to demonstrate a superior
ability to think and work togeth-
er. We believe in speaking the
truth in love. We are united in
spite of our divisions in comimpn
convictions and purposes. The late
Pope John XXm pointed out that
brotherhood comes before doctrine
and we can look back on the past
year with gratitude that some
measure of healing has taken
place to bring us into greater un-
ity.
We need healing in our personal
and family life. The timje before
Christuas is historically a time of
self - examination. When we face
our own lives wfe recognize that
there are wrong attitudes, old
grudges and resentmjents, form's of
hatred and bitterness that need to
be healed in our souls. They need
to be brought to the healing light
of Christ just as bodily infections
sometimes need to be opened to
the light and! air.
It is a time to hear again an
ancient promise: "Unto you that
fear my namje shall the Sun of
righteousness arise with healing in
his wings.” (Malachi 4:2)

OUR "BILL OF RIGHTS”
December 15 is observed eacih
year as "Bill of Bights Day”
throughout the United .States. What
does this important ’’documienl;
mean to us?
The American "Bill of Rights.”
consisting of the first ten amend-
ments to our Federal Constitution,
all adopted at one time in 1791.
specifies in somje detail a num-
ber of basic civil rights of the in-
dividual citizen. Unaltered by sub-
sequent amendmjents and jealously
guarded toy our courts, these pri-
vileges m(ust sttill be respected
by our governing bodies today.
Among the mpst familiar of our
constitutional guarantees are those
relating to freedom, of relilgion,
speech, and of the press. The
same article protects the right of
peaceable assembly and the pri-
vilege of petitioning the govern-
ment for redress of grievances
Another amendment secures our
persons, houses, papers and ef-
fects against unreasonable search-
es and seizures, and specifies that
no warrants shall issue but upon
probable cause, and unless sup-
ported by oath or affirmation
The due process of law1 amend-
ment encompasses not one but
several guarantees. Every Ameri-
can is secured against being plac-
ed twice in legal jeopardy for the
same offense; against being com-
pelled to be a witness against him-
self in a criminal case; and
against having his private proper-
ty taken for public use without
just compensation.
He is also secured against being
held for trial for a capital (death
penalty) or other infamous crimte,
unless upon a presentment or in-
dictment of a grand jury. And, of
course, no person may be depriv-
ed of life, liberty or property
without orderly court procedures,
or due process of law.

the locality where the crime was
committeed, the right to be in-
formed of the nature and cause of
the accusation, and the rights to
comjpel attendance of defense wit-
nesses and to have the assistance
of defense counsel in all criminal
prosecutions are secured by an-
other section of the "Bill of
Rights.”
Excessive bail and fines, and
cruel and unusual punishments,
are prohibited in Amendment
VIII. Other articles insure the
right to bear arms and ban quar-
tering of soldiers in private homes
during peace time.
Then, to make quite clear to our
governing bodies the underlying in-
tent of the preceding provisions,
the Ninth Amendment states: The
enumeration in the Constituion, of
certain rights, shall not be con-
strued to deny or disparage oth-
ers retained by the people.”
The Tenth Amendment further
emphasizes this basic theory by
providing: "The powers not dele-
gated to the United States toy the
Constitution, nor prohibited by it
to the States, are reserved to the
States respectively, or to the peo-
ple.”
'Thus, that fundamental philoso-
phy expressed in the Declaration
of Independence, that men are en-
dowed with certain inalienable
rights, and that "to secure these
rights, governments are institut-
ed among men, deriving their just
powers from the consent of the
governed,” 'has been carried for-
ward into the highest law of our
land.

telling us why this year’s car is
better than last year’s "best ev-

a little guide to help you under-

"Family-size com(pact.” (Bigger
than a compact, smaller than a
full-size small car or a small-size
big car but bigger than a m/edium-
sized full-size in-between car.)
"New, from the ground up!”
(These didn’t sell at all last year,
so let’s swap some chromje and
fenders around, huh?)
"Too good to tamper with.”
(These sold fine, so let’s, not mess
around with a good thing — yet.)
"Styling distinction — your
neighbors will stare!” (This car
has the same wheelbase, body, di-
mensions, motor and transmission
as three other cars by the same
rrfanufacturer — but it’s distinc-
tive in the advertising copy.)
"Four - on - the - floor!” (Peo-
ple tried for years to get ri,d of
gear shifts on the floor — now*
they charge $200 extra for the
same thing.)
"A great engineering advance.”
(We corrected last year’s goof.)
"A great new idea in car carry-
fort ! ’ ’ (We’re coming out with

ideas from old cars. Remember
when we brought back outside sun
