Lefs Talk Drinking
Does drinking help* prolong life? No, the question isn’t
a leftover from somebody’s TV comedy routine. It reflects
a serious belief in the minds of some normally intelligent
people. i T i
The idea was born of a survey made some years ago. it
showed that a certain number of moderate drinkers had
lived slightly longer (actually an infinitesimal amount of
time) than some people who didn’t drink at all. Researcheis
on the medical effects of alcohol dismiss the figure as mean-
ingless
On the other hand, it’s been shown that moderate dik-
ing doesn’t shorten life, either. Both ideas can safely be filed
away in the spacious archives of medical mythology. With
compulsive drinkers, however, it’s a different story: they
just don’t live as long as people who can take it or let it
alone, especially those who let it alone. #
Another well-known spirituous legend is that a drink or
two will “warm you up” when you are cold. What it actually
does is to divert body heat to the face and skin, giving mo-
mentary illusion of warmth. But beneath the body surfaces,
you’re just as cold or colder than before the libation.
Does alcohol stimulate the thinking processes? Here,
oddly enough, the popular fancy contains an element of truth.
According to Dr. Edith Lisansky, Yale University investi-
gator, moderate drinking does result in an increased flow of
ideas; the trouble is, the ideas are poorly organized and in-
tegrated. So that the net result is is apt to be no gam, and
probably some loss.
While moderate drinking generally confers no real bene-
fit except the legitimate one of temporary enjoyment, doc-
tors do sometimes prescribe an occasional mild nip for per-
sons who need relaxation. As for the compulsive drinker, his
preoccupation is related neither to fun nor therapy but to
disease. And it’s only as disease that his plight can be prop-
erly understood. ___

The Peace Mangers
It’s easier to prevent a fire
than to put one out. Recogniz-
ing that fact, the United Na-
tions has spent much of its 17
years keeping smouldering re-
gional disputes from flaring in-
to a worldwide holocaust.
In Greece in 1947-48, U.N,
military observers checked
Communist guerrilla infiltra-
tion from Albania, Yugoslavia
and Bulgaria. In Kashmir, a
similat group has kept India
and Pakistan from one anoth-
er’s throats for over a decade.
Since 1948, U.N. observers
have policed the. truce that
ended the Palestine fighting be-
tween Israel and her Arab
neighbors. And since the 1956
Suez crisis, the U.N. Emer-
gency Force has patrolled the
tense Israeli-Egyptian border.
Some actions, like the Congo
campaign, are on a grand scale.
Other U.N.-settled differences,
like the Somalia-Ethiopia dis-
pute, are almost unknown. But
all have one element in com-
mon: the threat of global con-
flict. As U.N; Secretary-Gen-
eral U Thant sums it up:
“If we do not devise means
of tackling and making safe the
violent' antagonisms which
sometimes arise in the world
in such a wray that they do not
spread and infect the commu-
nity of nations, then all our ef-
forts to improve on the past or
to plan the future will be in
vain.”
THE
Driver’s Seat
Want to make your car safer?
Here are a dozen suggestions that
will make your car a safer place
to live in While you’re in the driv-
er’s seat.
1. If you don’t have an outside
mirror, get one before all else.
They are essential to safe-driving.
2. Get a flashlight and mount it
with magnetic clamps or, better,
bolt-on clamps beneath or along-
side the steering column, so it is
always available immediately in
case of an emergency.
3. If you frequently trailer a
boat, arrange to have heavy duty
brakes and shock absorbers. Nor-
mal brakes, particularly on small-
er cars, will not long take the
tough wear of a car and a trailer.
4. Use seat belts and seat har-
nesses. There is no question that
they save lives, even of people
who normally drive at moderate
speeds in urban areas.
5. If you live in a state that
does not issue “safety” license
plates — 15 states will be in 1964
— put a wide strip of reflective
tape on your bumper, in case of
mechanical failure on a heavily
traveled road at night.
6. If your car isn’t equipped
with a spray unit to clean your
windshield, buy one. They can be
the difference between seeing the

THE PIRACY PRINCIPLE
The colorful pirate of old cap-
tured your imagination but not
that of the shipowners or the gov-
ernments that lost their cargoes
and treasures.
Pirates were “enemies of man-
kind.” Their acts became crimes
against that government as well
as against the “law of nations.”
A government would try to catch
and to punish them; no matter
how and where the piracy took
place.
From these early days, a rule
of international law called “the
piracy principle” came into be-
ing, as to crimps against man-
kind. Any nation might seize and
punish such a person. He did not
need to be one of its citizens. The
crimes could be committed in-
side or outside its territory. Jur-
isdiction is worldwide,
Nations often punish their owh
people for crimes beyond their
borders. Nations can punish aliens
for crimes within their borders.
They can punish aliens for crimes
committed against that country
when they later com|e into that
country. A nation can also punish
an alien for piracy under inter-
national law.
What about war crimes done on
orders of superiors? The World
War II allies have declared that
certain Nazi leaders committed
punishable crimes against nations.
Now and then some nations may
allow a court to try a person “in
absentia.” Such trials without the
accused present were once popu-
lar, but little comes from such
trials, and they are not as highly
regarded as trials in which a per-
son has a fair chance to defend
himself.

the State Bar of Texas, is writ-

Is the Church Relevant?
In one of John Galsworthy’s nov-
els, a Belgian painter is musing
over the plight of the Church. “I
find it pathetic,” he says, “The
times have changed; the Church
can no longer hold its people; it
stands in the dusk with its spires
pointing to a heaven Which exists
no more, its bells still beautiful
but out of tune with the music of
the streets.”
Mpny people of our time have
this fear about the Church, though
they may express it less eloquent-
ly. How can they be answered? Is
there a reassuring word that we
can give about the relevance of
the Church?
The first thing that can be said
is that the Church itself is well
aware of the danger of irre-
levance. One of the hopeful signs
about the Church today is that in
all of its branches there is a spirit
of self - examination and self-eval-
uation. Church leaders are con-
stantly calling for inner renewal
and reform,; the Vatican Council
is but one of many expressions of
this desire to up-date the life of
the Church and purify its witness
before the world. In many earlier
crises of its history the Church
has demonstrated that it can be
responsive to winds of change, and
that in its corporate life as wjell
as in the life of its members it
can die to an old life and rise to
a new one.
The other reassuring word is
that the very chaos of our time
has made the message of the
Church more relevant and appeal-
ing. In a time when so much that
is familiar is passing away men
cry out for things that abide. In
a time when science holds the cen-
ter of the stage and interprets
life in terms of its processes men
seek for a fuller interpretation that
will include meaning and purpose.
With all the questions we have
answered in our laboratories and
in our factories, men still ask such
questions as these: If a man die,
shall he live again? Is there not
more to life than money and pow-
er? Where is to be found the
strength for life’s daily demands
and its frequent tragedy? How can
we find inner peace?
