TlfP SABINE LAKE CHANNEL.
Report of the Committee Juot Re
turned From Washington,
The Beaumont Journal yester-
day contained a report made by
Col. W. 8. Davidson of the re-
cute visit to Washington of rep
resentatives ol Beaumont, Port
Arthur and Orange that covers
the question so thoroughly, we
pubiisb it in full, Mr. Ford sub
stantiating the report as made
by Col. Davidson: Journal says
Col. VV. S. Davidson, chair-
man of the Beaumon t deep water
committee, returned Saturday
Light irom Washington, whero
lie has spent the past two weeks
in the interest ot securing ap
propriations to make the Sabine
lake canal eighteen feet instead
of nine feet deep; to secure an
appropriation for the improve
meat ot Sab’me Pass channel
and repairing the jetties, and
lor making some changes in the
Sabine lake canal where it joins
Taylor’s bayou. Colonel David,
son was accompanied to Wash-
ington by Mr. George M. Craig
ot Port Arthur and Mr. Arthur
Ford ot Orange, the three form
ing a committee representing
their respective towns, but all
united on the one object general-
ly, but watching individual in
features of the matter to him,
but be flatly retused to listen.
He was as discourteous as one
could possibly be without oeing
insulting. 1 wanted to explain
several matters which would
have been strong arguments lor
us, but be would not talk of it
I desired to show the conges
tion of freight at Galveston as
all argument for more harbors
on the Gulf, but he turned
deaf ear. I approached the
question ot the unexpended ap-
propriation which will be left
after the nine foot canal has
been finished under the present
contract, and he said there was
or would be no unexpended ap-
propriation, as the law directs
the constriction ol a nine-foot
canal and appropriates the
money for it, and tne project
has no claims upon any money
over and above that necessary
to carry out the terms ot the
act. In this Mr. Burton is pal-
pa bly mistaken, as this act
does not direct the digging of a
canal ot a certain depth How
ever, his refusal to discuss the
proposition leit us unable to
argue it.
“After this we conducted our
business largely with Congress
man Burgess, the Texas repre
sentative on the rivers and
harbors committee. Mr. Burgess

terests particularly. Mr. Ford said that it would be utterly
returned with Colonel Davidson
Saturday, and Mr. Craig is ex-
pected to tollow in a few days.
What Was Wanted.
Colonel Davidson brings s mall
, encouragement tor those who
are interested in the securing
of'an eighteen-foot canal through
the lake. Other propositions
concerning Sabine Pass and
Port Arthur may be taken care
of, but there is small hope that
the present congress will make
any appropriations for the Sa-
bine lake canal. As is well known
there was appropriated by the
former congress before the ex-
piration ol Mr. Cooper’s term
a total of $536,000 tor the pur-
pose of digging this canal trom
Taylor’s bayou to the Sabine
and Neches rivers. Under this
act a contract was let to the

company by which they 'will
secure a depth of nine feet
throughout the canal tor a sum
much less than $536,000, the
amount appropriated. It is de-
sired to have congress authorize j
the expenditure of the remain-
impassible to get anything
through the committee,
so next took up the
question of adding the item as
an amendment or special bill in
the house. Mr. Burgess said it
would not get fifteen votes. We
then considered tbeadvisability
of adding our item in the senate,
but it was argued that when the
bill wed to conference Mr.
Burton would be the house con
feree, and this item would never
get by him. Congress will ad-
journ on the ilOth until after the
new year, and we decided to
come home and lay the matter
before the joint committee
at a meeting which has been
called in Orange tor next Fri-
day. and our further action will
be guided and directed by the
wishes of the committee.”
PORT ARTHUR PROJECTS.
As to what will be done with
the proposal of Port Arthur to
have the lake canal enter the
Port Arthur canal below Tay-
lor’s bayou instead of in Tay-
lors bayou, Colonel Dayidson
said Mr. Burton’s only answer

SABINE PASS ITEMS.
‘ •
As to repairing the jetties,
deepening the channel in the
pass and deepening and cleaning
the Port Arthur canal, which is
now government property, Col.
Davidson said this' would be
provided for in the rivers and
harbors bill as recommended by
the war department, General
Mackenzie having asked for
$250,000 tor this purpose. This
‘ ‘ wiUdoubtlessbe appro-
in the bill. It is Ool
’• opinion that
will be so aonrooriated
al Rivers and Harbors congress.
It this is done the work on the
Babinc lake canal will not be
long delayed, and as it will then
be in the attitude of a finished
project, urgently in need ot
further improvement, the im-
pression prevails that it will not
be a difficult undertaking to have
an appropriation made to deepen
it perhaps to twenty-live or
thirty feet, or to the samedepth
as obtains at Sabine Pass and
the Port Arthur channel.
Colonel Davidson understood
before he left Washington that
title to the Positetorthur canal
had been tendered, approved
and acceptei^y the government,
and formal announcement was
all that stood between the ac-
complishment of this act. There
was a small Haw in the title
which was remedied by Mr.
Craig depositing $800 with the
war department to cover a note
which Mr W. P. H. McFaddm
holds for that amount against
the canal, but which has never
been presented.
At the meeting of the joint
committees in Orange Friday
Colonel Davidson will make a
report substantially as stated
lereln, and wiil abide by the
decision of the committee as to
further action. Whether or not
a tight will be made with specia
bill in the house or the senat
will be decided by the committee.
Colonel Davidson has small pre-
ference in this respect, and is
seriously doubttul whether it
would pass either body or get
by the conference committee if
lit could be passed in thesenate
MR. cooler’s views.
When iuformed ot the out-
come of the viBit to Washington,
Congressman elect Cooper stat-
ed that Mr. Burton was wrong
in his contention that the Sabine
lake canal act specifically di-
rected the construction of a nine
foot canal, and Mr. Cooper con-
tends that the entire amount of
$536,000 was appropriated tor
this canal," and the project is
entitled to the benefit ot.this en-
tire appropriation. There is
some chance that the committee
may make a technical fight
along these lines, and Mr
Cooper will undoubtedly advise
this course. Mr. Cooper will meet
with the committee In Orange
ani lend whatever aid be can
to the matter.
