Beal to manage LCRA hydroelectrics
Joseph J. Beal, of Bastrop, an
engineer and businessman who
has worked in Central Texas for
more than two decades, has
been tapped to lead the Lower
Colorado River Authority's
effort to manage and use the
waters of the Colorado River.
Beal will be manager of
LCRA's water and hydroelectric
services, which includes flood
and drought management, water
and wastewater programs and
irrigation districts.
LCRA General Manager
Mark Rose said Beal will bring
a new emphasis to the
expansion of LCRA's water and
wastewater treatment efforts.
"Our water quality program
has helped achieve a clean
Colorado River and the water
below Austin is now much
cleaner than it was 10 years ago.
We've also developed a good,
long-range plan to update the
design of our six dams that form
the Highland Lakes. Now it's
time to focus on solving
regional water and wastewater
treatment needs," Rose said.
"Joe Beal is uniquely qualified
to lead that effort."
The LCRA operates two
water treatment plants and a
sewage treatment facility. Also,
it is constructing a water plant
for the City of Llano.

Reynolds named charter fellow
Cecil Reynolds, of Bastrop, a
professor of educational
psychology at Texas A&M
University, has been elected as a
charter fellow in the American
College of Professional
Neuropsychology.
He is serving as president-
elect of the American Board of
Professional Neuropsychology.
This board determines the
certification procedure for
psychologists in
neuropsychology. It also grants
diplomat status, the highest
designation of clinical
proficiency a professional can
attain.
This past year Reynolds
volunteered to undergo the
professional certification
procedure again to assist in
revising the process. The
certification procedure calls for
psychologists to take a written
and oral exam and submit work
samples to a review panel.
Reynolds also was selected
by the College of Education as a
Distinguished Research Fellow.
As a fellow in the college,
Reynolds will participate in the
Researcher Forum during the
1995-96 school year. This
forum meets regularly and
promotes research and
scholarship throughout the
College of Education by
organizing a research
colloquium and developing a
research mentor program.
Reynold's field,
neuropsychology, is the study of
brain-behavior relationships.
Clinical neuropsychology
applies knowledge of brain-
behavior relationships to the
treatment of people with a brain
impairment (such as a closed
head injury from an accident) or
central nervous system disease.

finding it harder to get federal
grants for water projects, Beal
said. "With the loss of these
grants, every dollar spent
becomes a very important
dollar. Communities need to
find a way to reduce financing
costs and shave operations and
maintenance costs," he said.
"The LCRA, with its size and
efficiency of operations, can
help these communities in both
those areas."

Vincent De Paul want to buy a
former funeral home at 909
Farm St. for the thrift store
which chiefly supports their
charitable work. A request to
rezone the site from residential
to commercial has encountered
stiff criticism from the
neighborhood. Because Mina
Elementary School is across the
street from the disputed site, the
school board also opposes
rezoning but would support a
conditional use. Trustees voiced
concern that with commercial
zoning, the site could one day
become home to some far less
desirable commercial venture
than the thrift store.
Tlie zoning board is set to
take up case at a special session
Monday. The council will hear
the board's recommendation the
next night.
Council Member Jimmy
Mathison said he does not favor
amending the zoning code, but
Mayor David Lock and Council
Member Dock Jackson said they
want to consider it. “I'd like to
look at it,” said Lock.
Council Member Kathy
Butler also voted against
considering an amendment.
Talbot warned, however, that
the suggested change would
leave non profit groups subject
to the same kind of scrutiny as
anyone else seeking a
conditional use permit-for a
home business or bed and
breakfast operation in a
residential zone. Essentially the
rules require the city council to
find that the proposed use will
not have an adverse impact on a
neighborhood, said Talbot.
In a different case Tuesday
the council denied a request by
Wendell Hayes to rezone
property between Pecan Street
and Texas 95 to permit a gravel
mining operation which he says
is chiefly designed to level the
property to allow some future
development.
The council, however, left
the way open for Hayes to seek
a conditional use permit if he
prepares a site development
plan which addresses how the
leveling will take place and how
to handle drainage, traffic and
ftiture utility access.
Such a plan is unlikely to be
cheap to prepare, said city
engineer Joel Wilkinson.
A similar development plan
will also be required for
property at Jackson Street and
Texas 71 where the city and
others have been removing dirt
for various projects. Owners of
the site have encouraged dirt
removal in order to level it for
possible future commercial
development.
