Chamber, Refugio to co-host countywide 1-69 info meeting
The Refugio County
Chamber of Commerce
and the town of Refugio
will co-host a countywide
1-69 informational meet-
ing at 5 p.m. Monday,
March 18, at the Refugio
City Hall Club Room to
discuss the truths of 1-69,
the steps that have been
taken, construction and
funding timeline, the
need for continued plan-
ning and preparation for
changes within the coun-
ty.
Last week, the Refugio
County Press printed an
article on 1-69. This article
has raised some interest
in the community, espe-
cially for the businesses
that line U.S. Highway
77. The news of 1-69 is
old, but the possibility
of it happening within
the next five years, as
opined by former direc-
tor of the Refugio County
Community Development
Foundation, is just not
possible.
Refugio Mayor Rey Jaso
and I, appointed by the
County Commissioners
Court, sat on the 1-69
Sector 3 Board. To ensure
representation, we

attended a lot of meet-
ings up and down U.S.
Highway 77, and we even
hosted one in Refugio.
1-69 is a reality, but it’s
not coming in five years,
despite what the former
director of the Refugio
County Community
Foundation said that was
reported in the Refugio
County Press.
Currently the sug-
gested route is U.S.
Highway 59 to Victoria,
following a westward pat-
tern to 1-37. If 1-69 was
funded tomorrow, the
Texas Department of
Transportation funding
caps, design, engineering,
environmental studies,
and the fact that Refugio
is not on any priority
funding list would surely
prevent a five-year time-
line.

at the VFW Hall. Tickets

Just a reminder to all
veterans that the VFW
Post 6290 is scheduled to
have their monthly meet-
ing at 7 p.m. on Monday,
March 11, at the VFW
Hall.
The Marine Corps
League is having their
monthly meeting at
7 p.m. on Thursday,
March 21, at the VFW
Hall. In other veteran
matters, the National
Defense Authorization
Act (NDAA) of 2012 has
passed both the House
and Senate, and signed
by President Obama. It
had initially been pro-
posed that the NDAA
contain provisions to
increase some TRICARE
fees and establish new
TRICARE fees, as well,
but these provisions were
rejected in the final legis-
lation. Despite the rejec-
tion of these fee increas-
es, the legislation does
include some modest
increases TRICARE phar-
macy co-pays for 2013.
Additionally, the new law
contains a cap on phar-
macy co-pays, set to begin
in 2014. The new cap on
co-pays means that fees
cannot rise anymore than
the annual retiree COLA.
To sum it up, the infor-
mation provided by Joe
Arredondo is not con-
sistent with the plans
and recommendations
of TxDOT’s Segment or
Advisory committees for
1-69. At the time of my
appointment, the four cit-
ies in the county and the
county resolved to oppose
1-69, for many reasons.
1-69 was to be a cor-
ridor half-mile wide and
would be taking a west
bypass around the Town
of Refugio. This proposal
for 1-69 was using Kelly
Road and cutting up
small ranches and home-
steads. That was met
with great disdain from
the community. To the
property owners it was
not about a highway to
connect the borders, but
about losing land they
had worked so hard to
attain and upkeep.
The second part was
the town of Refugio would
be by-passed and that
would lead to lost sales
tax revenue, which off-
