Howard Payne's Student Speaker
Bureau recently won the debate sweep-
stakes at the Forum in the Forest Speech
and Debate Tournament, hosted by
Rice University at Kingwood College.
This marked HPU's first overall debate
sweepstakes win.
The team is coached by Dr. Julie
Welker, professor of communication,
and Kim Bryant, associate professor of
communication.
"HPU closed out debate finals, which
means we had three of four teams in
the finals round," Welker said. "This is
very impressive, and shows how very
hard this team has been working."
The university also placed third in the
overall school sweepstakes, combining
debate and individual wins.
"We competed very well in individ-
ual events as well," Welker said. "This
is a very tough tournament because
we were up against several Division I
schools."

On Tuesday (Nov. 8), Howard Payne
students are encouraged to vote on an
Amendment to the Texas Constitution
which provides additional funding to
the College Access Loan, a statewide
student-loan program.
The loan program, organized by the
Texas Higher Education Coordinating
Board, is ultimately backed by Texas
taxpayers, but funded through the sale
of general obligation bonds. It providesone of the lowest fixed-interest loans on
the market, and is available to all Texas
residents who are enrolled at least half-
time.
If passed, the Proposition 3 amend-
ment that will appear on the ballot
will extend the program to serve more
students. Funding for more loans will
be provided by the sale of additional
bonds, and not by direct taxation.
Currently, the loan program is self-
sustaining and does not rely on taxpayer
funding. Opponents of the amendment
argue that bond financing would still
cost taxpayers in the end.
Student leaders from across thestate have announced their support for
Proposition 3, which authorizes gen-
eral obligation bonding authority for the
Texas Higher Education Coordinating
Board (THECB) to provide low-inter-
est, low-cost student loans. Without
voter approval, THECB may be forced
to close the state's longest-running
financial aid program by 2013.
"For better or worse, many students
rely on loans to help cover the college
cost gap," said Zach Rogers, Student
Body President at Baylor University.
"At a time when state and family bud-
gets are squeezed, having access to low-
cost student loans is critical."Page 2

The Texas Rangers are planning
an $11 million renovation to the
center-field plaza at Rangers
Ballpark in Arlington that
could involve the demolition of
Vandergriff Plaza and adjacent
spaces to accommodate a new
concession pavilion, club pavilion,
renovation of a suite for a sports
bar, and a mezzanine and family
entertainment area.

The Brownwood Police
Department collected more than
200 pounds of unused or expired
drugs last weekend that may have
otherwise ended up in the city's
waste water system. The previous
Brownwood Drug Take-Back held
in April netted 68 pounds of drugs.
CAMPUS
HPU announced a new scholarship
for students entering the Master
of Education in Instructional
Leadership program through the
School of Education. The scholar-
ship, at the highest award level,
would cut tuition almost in half.
The master's program provides
preparation for those seeking to
become certified principals in
Texas. Instruction for the 36-hour
degree is delivered entirely
online, and traditional residency
is not required. The program can
be completed in as little as 22
months. Students may enter at any
time throughout the year.
