Lewis last week proposed massive,
forced consolidation of school
districts to satisfy a court order to
equalize education funding.
The lame-duck speaker’s pro-
posed legislation would reduce the
number of independent school dis-
tricts from 1.-066 to 188. The
new megadistricts would use the
boundary lines of the year-old
county education districts.
“Consolidation is the ultimate,
permanent solution to the issues
of equality and school finance,”
Lewis said, endorsing the idea that
is viewed by many as politically
risky as a state income tax.
Gov. Ann Richards is expected
to call a special session in mid-
May to overhaul the present system
of school funding which was
ruled unconstitutional by the Texas
Supreme Court.
Balance Rich and R)or
Lewis said consolidation would
not require a constitutional amend-
ment, would balance funding
among rich and poor districts, and
save an estimated $422 million
next year by trimming bureaucrats.
Lewis said his plan would
probably close some rural schools.
But he said it would provide every
child in Texas with equal access to
education funds.
The last forced consolidation
of school districts occurred in
1949, when the Gilmer-Akin
education reform law eliminated
2,000 school districts, leaving
2,800.
Opponents of the idea fear it will
diminish local control of school
districts; in metropolitan counties,
it could lump 300,000 to 500,000
students into one district.
“I don’t like it myself," said
Lewis, “but at the same time we
have to realize that we must move
cm. Nothing else would be as fair. "
Lt. Gov. Bob Bullock reserved
judgement on Lewis’ plan, ex-
plaining that he is working on
one of his own. But Bullock said
Lewis’ plan is “a real solution to
the school finance problem and it
will solve the problem. People in
Texas are in no mood for taxes. It
doesn’t raise taxes. ”
Buchanan Warned
Days after the eye of the
primaries passed through Ifexas,
both parties tried to bring the
inner-healing process.
National GOP chairman Richard
Bond, touring the Astrodome
where Republicans will hold their
national convention, warned chal-
lenger Pat Buchanan to quit bash-
ing President Bush or risk being
shunned.
“It’s time for the healing to
begin and the fighting to stop,”
Bond advised. “Turn out the
lights, the party’s over."
Bond also said David Duke
wasn’t welcome at the convention.
“He’s a racist and a bigot, and we
don’t want him."
Buchanan wasn’t warming; he
told the press he would not endorse
President Bush if Bond stayed as
party chairman.
Clinton Likes Bentsen
Meanwhile, Land Commissioner
Garry Mauro said Democrat front-
runner Bill Clinton would endorse
U.S. Sen Lloyd Bentsen, if Clin-
ton’s own campaign is derailed.
Mauro, who is Clinton’s cam-
paign manager in Texas, told party
leaders at the Texas AFL-CIO
headquarters that Clinton has twice
given Bentsen that same message.

Clinton out of the race, which

A Houston sex offender who
asked to « castrated in lieu of a
life prisoii sentence has changed
him mind a lawyer for the man’s
family sai 1 last week.
Steven Allen Butler said that
instead of undergoing the surgery,
he wants to go to trial on a charge
of aggravated sexual assault of a
13-year-old girl, according to his
lawyer, Charles Freeman.
Earlier, State Rep. Ron Wilson,
D-Houston, said he would seek
the impeachment of Judge Mike
McSpadden, if the castration took
place.
Butler, 28, was on probation
for molesting a seven-year-old girl
when he was arrested last April
in connection with assaulting the
teen-ager. He is in jail without
bond.
Wilson and other black activists
said McSpadden’s decision was
racist; Butler is a black man.
McSpadden responded: “Based
upon Mr. Wilson’s performance
in the Legislature, he’d better
get some help in drawing up an
impeachment order.”
Other Highlights
■ The 3rd Court of Appeals
upheld a lower court ruling
that the state’s sodomy law —
which outlaws gay and lesbian
sex — is unconstitutional beca ase
it violates the Texas right to
privacy. Attorney General Dan
Morales said he would probably
appeal the decision to the Texas
Supreme Court, but Gov. Richards
applauded the ruling, saying the
law “hasn’t any business being in
the statute books.”
■ Texas could lose up to
$105 million in federal highway
funds if it doesn’t remove 9,000
billboards which do not comply
with the Highway Beautification
Act. Owners of illegal signs are
supposed to remove them by June
■ Comptroller John Sharp said
the new lottery operator, GTECH
Corp. of Rhode Island, will hire
500 employees for 11 regional
offices to conduct the state lottery,
starting before July 1._

students named
to honors group
Two Tarleton State University
students from Dublin are among 59
students inducted this spring into
the Texas Alpha Kappa Chapter of
Alpha Chi, the national honorary
scholastic society.
They are history major Jeanette
Huber and pre-pharmacy nuyor Jill
Pate.
Mrs. Huber is a 1978 graduate of
Dublin High School and the
daughter of Mr. and Mrs. Robert
Morton. She is married to Mike
Huber.
Jill is a 1989 graduate of Dublin
High School and is the daughter of
Dr. and Mrs. Joe Robert Pate.

We have been real busy and
Commencement exercises for the another busy week at our
"Thought For The Week”
“Something the matter?" the policeman asked the young man
sitting on a park bench all by himself. “Yes, two months ago my
grandfather died and left me $85,000 and some oil wells.” The
policemen responded, “that doesn’t sound like something to be
upset about!" “No,” the young man replied, “But you haven’t
heard the rest of the story. Last month my uncle passed away
and left me $15,000.” The policeman scratched his head and
asked, "Then why are you so unhappy?" The young man then
said, “This month thus far not a cent.”
Some time people are never satisfied. Life’s blessings even in
the toughest of times can be found everywhere if we are willing
to look for them. We need to change our attitude of our life from
greed to gratitude. Look at your life this week and more than
likely you will discover you have a lot to be thankful for.

spring semester at Tarleton State
University have been scheduled for
Saturday, May 16.
A record number of 530 candi-
dates have filed for the graduation
exercises which will be held in two
sessions to accommodate the large
numbers. Both ceremonies will be
held in Wisdom Gymnasium on the
TSU campus.
The 10 a.m. exercises will include
students seeking Masters degrees
and those receiving Baccalaureate
degrees in Art,Business Administ-
ration, Fine Arts, Music and Social
Work. Also included in the morning
ceremonies will be the awarding of
70 Associate Degrees in Nursing.
The 2 p.m. exercises will include
the 271 candidates for the Bachelor
of Science degree.
Shafer receives
25-year award
Delbert L. Shafer of Dublin was
recently awarded a chevron for 25
years of service to the local Lions
Club. The award was given by
Lions International and included a
certificate of congelations for
being a 25-Year Monarch. Shafer
became a member of the local club
on Nov. 21, 1966 and served as
secretary-treasurer 18 yean.

Monday Jerri was sick and unable
to be with us and help with nail
care. Get well soon as everyone
misses you.
Monday afternoon Joel McCoy
brought the Bible Sunday and this
week it was Marvin. Then the
United Methodist Woman’s Iona
Clay group with their minister
Richard Reed brought us another
enjoyable Bible Study and sermon.
Last week in the afternoon they
enjoyed playing a lot of kick ball
which is good exercise for them
also. We had two movies last week
in the afternoon on Thursday. This
week we had Richard Reed come
and bring us a great devotional.
Then we had the G.R.E.A.T. pro-
gram as we do every day and men’s
only.
We have been working (some of
the residents, Ann and 1) on things
for our flat for the parade. Then this
week putting them together along
with some of the staff members
helping us. I want to thank
everyone who has helped us with
this.
We did sittercise each Friday,
bingo and sing-a-long. The girl
helping with Bingo was sick last
week. Get better soon Tinnie. Helen
continues to do a great job reading
to the group on Saturday afternoon
and entertaining them. We have a
wonderful group of volunteers that
we so enjoy besides the activities,
some of which do shopping for
them and visiting all over the
nursing home.
We would like to thank the Early
Bird Donut Shop for donating to us
each week. All are enjoying them.
We hope we come out good with
the float for the parade, at least we
have had a lot of fun getting ready
for it.
