French Nary. It is stated that France has 61.006 able
seamen 6000 ships of burthen in her commercial marine;
24 packet steamers; 18 steamers- in.-nrogress of comple
lion; 43 steam shipi of which 17 are ready for action 20
frigates and 23 ships.
The Civilian says that Mr. John Sweeney on the San
Bernard Brazoria county has raised 100 hhds of sugar
"besides a good crop of cotton corn and other articles
usually produced on a farm " The quality of the sugar
is pronounced by good judges to be equal to the best
Louisiana' "and far superior to the qualities usually im
ported from New Orleans." It will be sold at a lower
price than is usually asked for an inferior article of Louis-
iana." The same paper has information that the British
government has published a new and correct chart of the
coast of Texas by the assistant of her Consul General
M r. Kennedy. The editor suggests the pt ppricty of estab-
lishing a light at the' entrance of Galveston harbor the
expense to be paid by a tax upon -vessels. The superior
safety and reduction in the rate of insurance will "it is
thought prevent this measure from increasing the cost of
freight; and must consequently be a public gain to the
full amount of all the lives and property-thereby saved.

An Earthquake in Western New York is stated
to have happened very lately with a shock sufficient to
jar the houses occasioning the doors to open and in one
or two instances cracking open brick buildings. The
noise is said to have Tesembled that of a car passingover
a railroad.
Integrity Two years and a half since says the
Boston Courier the firm of JameslRead & Co. of Boston
failed for $850000. Since that tirce the sums collected
by the assignee have amounted to about S800.000. In
the mean time the acting partner James Read has added
to this sum about 350000 from a prosperous commission
business by which means every creditor will receive full
payment! And notwithstanding both partners had re-
ceived an honorable discharge Mr. Read has voluntarily
dispossessed himself of all his subsequent earnings and
again reduced Liraself to poverty? in order to satisfy the
claims of justice. The Boston'Cour ier says: ' We must
pronounce thir a case almost without a parallel in ihe
history of this or any other mercantile community."
The New Orleans Bulletin says: "It would indeed be
a happiei token were instances of a like determined up-
rightness loo cpmmon.foran example when it does occur
to call for special note and commendation. The merclfan-
tile community may be almost said to hold the reputation
of a country in their hands j for it is rather by the inti-
mate intercourse and acquaintance" growing out of com-
meraaL transactions than by tneir political relations ana
correspondence that a people are known and judged of'by
their contemporaries.".
The Schr. Virginia Anloniette says the N. a Bulle-
tin left Tnmpico on the 8th ultimo. No American
vessel was there. A British Sloop of wax was waiting
the arrival of specie from the interior. A gross outrage
had been committed by the authorities of Tobasco on a
French sailor in consequence of a quarrel with some na-
tives. 'Richard Keen one of ihe Texian prisoners who
succeeded some time since in making his escape from
Perote came to New Orleans by the above Schooner.

PROSPECTUS OF THE
TEXAS NATIONAL REGISTER.
EARLY in December next the undersigned will commence the
publication ot a weekly newspaper at the town of Washington
to be called the Texas National Registeb. . . .
The interests of the publishers are directly involved in the general
prosperity 6f the country ; and as such they will labor in their ap-
propriate sphere and in a becoming manner to disseminate uselul
intelligence encourage public virtue and sustain faithful government.
They "have no cause to advance which is not common to every good
citizen; and the course they have prescribed to themselves will they
confidently believe be approved by every patriot in the several quar-
ters of the Republic. They rest their claims to public patronage
solely upon the manner and spirit in which they shall discnarge
their duties as conductors of a public journal.
In the eaitorial department politics will not be regarded as the
science of paru'zan jugglery by which the temporary success of a
faction may be secured orthepersonaladvantogeofiheaspirantpro-
moted; but rather as a code of principles which ought to be obser-'
ved for the preservau'on of our free institutions and the maintenance
of a firm efficient and benificent government.
The undersigned begin their career wholly untrammelled. All
public measures.actsand proceedings whether evecutive or legisla-
tive under the present or succeeding administration-will be careful-
ly examined dispassionately discussed and if approved freely com-
mended : if the contrary they will be as fearlessly condemned.
As the judiciary in iis importance and dignity is in no wise inferi-
or to either of the other divisions or the government its upright and
independent action will be especially sustained.

unreservedly pledge themselves that their columns shall not be dis-
graced bv any indulgence in that personal abuse and embittered vi-
tuperation which have so unfortunately characterized a portion of
the public press. They desire to make their sheet a national paper
not only reputable to themselves as men and membets of society
but creditable to the country. .
The Register wdl be issued m quarto form and in size wul be
larger than any paper at present published in the Republic. It will
admit into its columns full weekly accounts of all the current news
foreign and domestic; the reports of the proceedings of Congress;
the decisions of the Supreme Court; the laws immediately after
their passage ; the official acsof the executive government; and
large selections lrom the past history of the country embracing all
public documents of general interest which hae heretofore emana-
ted from the civil or military authorities. Arrangements have been
made to procure regular files of Mexican papers; from which copi-
ous translations of whatever may be deemed of value-to the Texan
people will from time to time be furnished.
The form and size adopted together with its permanent location
at the scat of government will render the Register a convenient re-
pository of -valuable matter which may be readily preserved and
filed or bound for future reference. It is intended to accompany
each volume with a title page and index. . . .
An abundant supplv of paper and other materials has been provi-
ded which will secure regular issues and obviate the necessity of oc-
casional suspensions. .
It is deemed best for all parties that the cash system without
Qualification should be adopted. Subscriptions therefore wdl not

The business stipulations between ihe publishers will require a most
ngid adheicnce to this requirement. Exchequer bills will until fur-
ther notice be received at par.
The names of subscribers should be accurately and legibly written
and the post-office to which their papers are to be sent particularly
specified. An extranumber of copies will be printed to supply sub-
scribers who may desire to have the paper complete from its com-

TERMS.
SUBSCRIPTION : Five Dollars per annum ; Three Dollars for
six months and Two Dollars for three months.
ADVERTISEMENTS : For each square of 100 words or under
first insertion ono dollar. For each subsequent insertion fifty
"Adeduction of fifty percent will be made upon yearly advertise-
ments: with the privilege of renewing the same quarterly.
The mode or estimating advertisements by the number of words
instead of the number of lines in a square is pretcrred as it will ena-
ble the advertiser to readily ascertain in adv ance the amount to be paid
