Scouting. with annual meetings and all; so
while folks are in the Scouting frame of
mind—between Christmas thoughts—let’s
consider what Scouting really is.
We turn to official word from head-
quarters:
Scouting (lives A I toy:
‘‘Healthful Outdoor Adventure—camp-
ing. exploring, sports, woodcraft, and a feel-
inn of kinship with the pioneer and Indian
scoutK who led the way into the wilderness.
"Fellowship and Teamwork—as a mem-
l>er of his own Patrol—a clean, lively group
of boys playing and working together.
"Knowledge and Skill—ability to find
bis way in open country, to set up a shelter,
build a campfire, and food, and do many other
things that develop self-reliance; also, ability
to help others in emergencies,
“A Code of Honor—tin- Scout Oath or
Promise by which a boy affirms Ids duty
to Hod and bis country, bis obligation to help
other people, and bis aim to keep Idmseli
physically, mentally and morally fit.
"How Scouting Works:
"Any Ikj.v who is eleven, twelve or thir-
teen years old can be a Hoy Scout. (Hoys
eight through ten can join the Cub Scouts.)
1 b<* Patrol to which he belongs is one of two
o)' more such groups that make up a Troop.
The Patrol Leaders, Senior Patrol Leader,
and other boy officers are the real Troop
leaders. However, standing beside them is
the Scoutmaster, a grown-up wbn has been
selected because of his friendly and practi-
cal ability to give guidance to boys.
"A Scout Troop must be sponsored by
an institution like a church, school, service
club, farm or fraternal organization, or by n ;
responsible group."
How better could we sum up, than to

Washington. — President Eisenhower
held two emergency cabinet meetings plus
a regular cabinet meeting to whip his legis-
lative program into shape before he sat down
last week with OOP congressional leaders.
The program his cabinet came up with
in the end was surprisingly liberal. Some said
it was more like the New Ileal than what
the Republican party stood for, mid this was
the chief reason for the clash with old guard
OOP leaders.
However, the program is flexible and Ike
advisers went into the closed-dour sessions
prepared to give.
Here is a rough summary of what the
administration propose#:
Defense Ihidget—Secret ai;v of Defense
Wilson has finally produced a three-year pnv
gram lor trimming down defense spending.
It calls for the reduction of the Army-Navy
by 300,000 men next year and by 300,00*0
men during the three-year period, The Navy
will lose HO ships, including two battleships,
but no airplane carriers. The Air Force, which
was cut too drastically last year, will he given
seven new groups*-hut not to he completed
before June 1, 1037. This will make a total of
137.
The defense budget for fiscal vear 1955
will l>e $39,900,000,000 of expenditures or
$33,200,000,000 of appropriated money. The
difference is accounted for by money left
over from the previous year.
This cut is drastic, hut not as drastic
as those ordered by Louey Johnson. Un-
fortunately, lTndersecretar\ of Defense Rog-
er Kyes failed in his attempt to revamp the
Defense establishment along modern, atomic
lines. Instead the three services sliced a lit-
tle, but basically stuck to conventional wea-
pons such as warships and foot-soldiers.

tary uf the Treasury Humphrey has bowed

II. Ayres, who himself comes from the mar-
ginal district of Akron, Ohio. ‘‘They have to
follow 21 middle-of-the-road policy most of
the time. Without veering to the right or
left, if they want to remain in Congress next
November. I understand their problems and
plan to ho sympathetic.”
Ayres’ district, which he carried by 22,-
000 votes in 1932, is one of the most varie-
gated in the country, and is sometimes call-
ed "Little America,’’ the Ohioan told Ike.

“It will la1 a constructive program, aimed
at doing the most good for the nation as u
whole,” replied the President. “That's the
kind Congress should enact, without cuter-
ing to any pressure groups. I am for u con-

hut we cun’t scuttle the entire law to ap-
pease some labor leaders.
"The same objectivity must apply to
| lie farm program. We can’t go overboard
for farm subsidies at the expense of harm-
ing consumers.’’
