New educational benefits now
available for veterans at W
Special to the Journal-Spectator
Recent legislation now provides older,
unemployed veterans with 12 months of
educational assistance when they enroll
in a community college program that
trains for a high demand career.
Because there is a limit to the num-
ber of participants, Wharton County Ju-
nior College is urging qualified veterans
to apply now
Richard Hyde, the college’s director of
financial aid, said the Veterans Retrain-
ing Assistance Program (VRAP) is avail-
able to qualified, unemployed veterans
who are at least 35 but not yet 60 years
old, and who are not eligible for other VA
education benefit programs.
Details are available at benefits,
va.gov/vow.
Each semester WCJC serves hun-
dreds of military veterans and their chil-
dren, thanks to the availability of educa-
tional assistance benefits.
Some of the most popular programs
include the Post-9/11 GI Bill, also known
as Chapter 33, and Texas Senate Bill
639, also called the Hazlewood Exemp-
tion.

In addition, WCJC may grant credit
for military training or coursework, if the
material covered in the military school is
comparable to the material taught in the
WCJC course.
Individuals who wish to have their
military transcript evaluated for possible
credit must contact the Registrar’s Office
to initiate the review process.
WCJC department heads or division
chairs will make the final determination
on whether credit may be granted and
for which course or courses.

Weekend rain holds off bum ban for at least a week
The weekend’s rain knocked Wharton
County’s Keetch-Byram Drought Index
down to 495 on Monday, meaning there
will be no burn ban this week, County
Emergency Management Coordinator
Andy Kirkland said Monday.
Last Thursday, the KDBI was 498.
Kirkland said the value would pass 500
without any rain. Fortunately, the area
received weekend rain as predicted.
County officials typically check the
reading on Sunday or Monday each
week. When the KDBI value surpasses
the 500 mark, an automatic burn ban
goes into effect at midnight Wednesday
of that week, allowing officials time to no-
tify local newspapers and radio stations.

Council members got
quotes from two companies
that are not official bids since
the official bidding process
has not begun yet.
‘We just wanted to see
if we are in the ballpark,”
Mayor Buck Boettcher said.
The council has planned for
$125,000 for the building.
The two proposals were both
around $130,000. One plan
called for a metal roof, while
the other called for a wood
roof.
We think we are pretty
close to the guidelines,” City
Secretary Melvin Sands said.
Sands said the city needs
to get the project under way
soon because of a time frame
involved for the grant to built
the new bathhouse.
‘We’re kind of running out
of time,” Sands said.
During the mayor’s report,
Boettcher said six people ap-
plied for the HOME grant
program, and one has since
withdrawn.
The HOME program is a
$540,000 grant to assist low
income homeowners to re-
place their current home with
George Kellner
George Kelner
George Lee Kelner Sr., 72,
died Friday, Aug. 17, 2012 in
Houston. He was born Sept.
10, 1939 in Tavner to William
and Frances Kelner.
George served his country
proudly for 22 years in the
U.S. Army serving two tours
in Vietnam. He met and mar-
ried his wife of 37 years dur-
ing his service to his country.
Survivors include his wife,
Yu Won Kelner; three sons,
Joel Kelner and wife Anna,
Vernon Kelner and wife Ste-
fani and George Kelner and
wife Meghan; daughter, Mel-
anie Gravell and husband
Chris; two brothers, Ed Mi-
chulka and William Kelner;
OBITUARIES
and one sister, Willie Mae
Pye; and three grandchildren,
Tyler and Deacon Kelner and
Allie Medrano.
George was preceded in
death by his parents.
Funeral Mass was held at
10 a.m. Wednesday, Aug. 22,
2012 at Holy Cross Catholic
Church in East Bernard with
Rev. Don Rupert officiating.
Burial followed in the Czech
Nation Cemetery in East Ber-
nard.
Visitation was held from 4
to 8 p.m. at Holy Cross Catho-
lic Church in East Bernard
with a rosary at 7 p.m. on
Tuesday.
Gusty Janik
Gusty Janik, 87, of East
Bernard, passed away on Aug.
16, 2012, after a brief illness.
She was born Sept. 25,1924.
She was preceded in death
by her husband, Ed Janik,
and her parents, William and
Betty Jochec.
She is survived by her chil-
dren, Edwin and Irene Janik
of East Bernard, Edith and
Martin Sharp of Rosenberg
and Jimmy James Janik of
East Bernard.
She was blessed with eight
grandchildren and nine great-
grandchildren.
Visitation was held Sun-
day, Aug. 19, 2012 from from
4 to 6 p.m. Funeral services
were held Monday, Aug. 20,
2012 at 10 a.m. at Knesek
Funeral Home in Walks. In-
terment followed at National
Cemetery in East Bernard.
Pallbearers were Ja-
son Janik, Eric Janik, Jody
Chmelik, Michael Chmekk,
Jim Janik, Eddy Janik and
Shane Janik.
Honorary pallbearer was
Loretta Watkins.
In lieu of flowers, donations
can be made to Richmond
Health Care Center, 705 Jack-
son St., Richmond, TX 77469.
Knesek Funeral Home in
Wallis was in charge of ar-
rangements.
Melvin Reimer
Funeral services for Mel-
vin A. Reimer, age 95, of
East Bernard, will be held
at 11 a.m. Saturday, Aug. 25,
2012 at First United Method-
ist Church in East Bernard.
Burial will follow in Method-
ist Cemetery in East Bernard.
Mr. Reimer died Monday,
Aug. 20, 2012 at his residence
following an extended illness.

Funeral services are under
the direction of Wharton Fu-
neral Home in Wharton.
