I have been a good deal interested in your discus-
sions of the Internal Improvement qmstion. H the
State would Improve the rivers and construct
several principal Iruut tallrosds (leaving Ibe lateial
licet lo private enterprize) these works would at
once put the Stale upon a course or rapid develops
ment because Ibey would create revenue by Inviting
settlement cf tbe lands as the canals of New York
and tbe iknala and railroads built by Pennsylvania
have done and as the Central Road of Illinois Is
now doing On this po.nt enclose a slip from Ihe
New York Machinist which contains a forcible state-
ment or a small company.

going we premise by sa)iog that our Slate is new.
No goologlcal survey has yet been made cllt and as
to health aud climate we have no other data Iban
our memory furnishes. Meteorological tab'es have
not generally been kept and although we have
heretofore published some observations or this
chancier tfcfy were not applicable to any largo
portion or Texas.
CumaTe Yellow fever visited our coa In 1So3
and 1E54 and lis next previous Vilt In an epidemic
form was iu 1317. Il has viiled inUrsor tewns
nearly one bund-ed miles from theccast but such
instances are exceptions Sporadic cases f billcus
ever occur occasional y daring the Summer and
F1I lut neither yellow tior bilious fevers are pe-
riodical. Ague or chitU anl ferr is prevalent in the
river Talleys daring very unfavorable aeaionsjind
there Is mo-e or less of these diseases in ihe lower
country every jear. We know of no particular
disease connected with the process of acclimation

or yellow fever.
In Eastern Mlddl and a portion of Western
Texas excessive droughts are very unusual. Lait
Spring was onuually dry but now we have an ex-
cess of rain. Irrigation 1 only practiced in ihe
far west and in regions whero droughts formerly
prevailed (Cameron County for Instance) an abun-
dance or rain bat fallen of late years Tbe Mexicans
entertain a sort of superstitious notion tht rain fol-
lows the Americans. Rut Ihe rabs a;e nut egual y
distributed through tfce several seasons anywhere
in Texas This year March April and May neglec-
ted the bu-tscss end left June July and Augut lo

the olive has been tried. We cannot boast or much

foreign Immigrants-men like the alitor or the San
Antonio Zielung-but we believe tbey are rare ex.
ceptions to tbe great body. Thai w have abolition
ists among us from the North is also true.
The last letter from tba senior editor of this paper
dies a paragraph evidently from tbe home corrc-
p3ndenceor one of these emissaries who Is living
incognito somewhere in Texas. It may be as our
senior surmises that he has some connexion with the
San Antonio Zictung but ihe presumption to our
mind is clear tbat tbe writer who calls on lb North
for aid Is an emlssaryand most probably a native os
tbe North.
The paragraph Is suggestive of missionary incen
diaries ostensibly preaching ChrMisnlty and secret
ly teaching abolition distributing tracts and free-
soil sentiments or Il may be giving away bib'es
and stealing negroes. All good men will deplore
the odium which such emissaries bring en tbe came
of religion and tbe suspicions they naturally excite
agamsilhe faithful preachers of Ibe gospel; bnt we
have an abiding confidence lhat these sanctimonious
negrophollsta will be detected and If they are rei-

Editobs News It la a little more lhan a year
since I last visited thU'place and I was astonished to
see the great improvements lhat have been and are
stillbelng made. Since tbe ovetflow caused by ihe
Equinoctial storm of last September which was
thought by some to bave Injured this point forever
a spirit orimprovement seems to bave fastened on
the people and It is row evident lhat Lynchburg
must become a town or great commercial impor-
tance Its importance as a link In Ihe chain of
trade which mult ultimately bind together Ihe
interior of Texas and oar Island City is every day
becoming more apparent. Facts aro forcing upon
us Ihe conviction that there Is no reliah'e channel
for steamboat transportation In imr State except
that on which I am now writing and tbat lo Ibis the
whole country must sooner or later come. Lynch
burg Invites Ibe trade of Eastern as Houston does
that or Western Texas and the Iwo places will ulti-
mately divide the business of Northern Texas be-
tween them. This is clearly proved by the current
of business constantly setting to Lynchburg from
the country above and which every day draws mora
and more from thai tortion cf our State which
heretofore sought an outlet through Red River to a
foreign market. A short and cheap railroad running
North from Lynchburg lo the Trinity River will
deci'e this contest for the trade of the Eastern part
of the State which certainly of right belongs to our
city. The depot of snch a railroad at Its terminus
on the Trimly will offer lo Eastern and North-
eastern Texas a point or access nearer and mora
eauily reached than any other and the northern por-
tion of the tin r. at a tributary to Ibis railroad will
gtre by I 9 navigation more essential aid to our
city than It can ever give otherwise A charter will
bo a Led from lbs text Legislature for the construc-
tion of snch a road ty tit people and I am assured
from reliable sources 'nat measures are quie'ly
being taken to lOet It and influences constantly
enisled in us favor sufficient to justify the fairest
