Tbe Brig Crimea left Wales on tbe 21th October
with 3379 rails or 358 tons of railroad iron Sha'la
das at this time. Tbe Bark Canada was loading with
iron at tbe ssme port when tbe Crimea nailed and
another was preparing to take in a cargo all with
Iron fm the above road.
Twenty miles of this road are now graded and tbe
ties that have arrived are being sent across the bay
to Virginia Point. Seveuly-flve bands are now en-
gaged In grading but additional hands will com-
mence laying the ties and Iron next week under the
direction or W. W. Buel Esq. who bas taken tho
contract fur this pari of the work.

Look Out! Br BeDj. E. Brooks came to ibis town
about the 30th o I last June accompanied by his wlfa
and one child. He balled either from Jefferson in
Cass county or Greenwood Louisiana and was with-
out means. He Ingratiated himself into tbe favor
of some of our most influential cititens and by lend
ing an apparently moral and upright life and joining
tbe Baptist church managed in tbe short epace of
about fire months to make debts amounting to about
twelve hundred dollars. About two week) ago be
left at night leaving bis wife and child and his
numerous creditors to suffer. It seems that be had
been guilty of coodoet which if It bad been known
before he left would bare probably brought down
upon bim tbe vengeance of an enraged community.
Fear of exposure is presumed to bve influenced
him to leave. When last seen be was la Houston
where be borrowed some money from 3 ciliaen of
this county.
Brooks Is about thirty-two jo&r. of age five feet
eight or nine inches It height of a ssllow dark com-
plexion ana very black hair. He was well dressed
when be left. In clothes hastily bought on titru; gen-
trally walks wilb his eyea towards tbe ground look-
ing as thought be mlgbl be plotting mischief.
We are among tbe sufferers by bis sadden depar-
ture and hope our eolemporarlea will pass him

amending the Act regarding County Courts which
proposes to allow them a week for their sMslon

The Loan Bill leading railroad companies 36000
per mile on the completion of 25 miles and after
that on tbe completion or each ten miles has been

Yesterday tbe Municipal election of Ibe officers
for Ibe corporation came off and the K. N a. made
a complete triumph of it electing all their ticket by
over fifty msjority The Democrats say tbe thing
wts unfair and propose contesting it-how it will
end I know not. It Is however atledged that the
vote was larger iban legitimist reckoning allows and
that something unfair must bare been carried out.
Tbe State plan is gaining friends and at other
projects are falling Into disrepute the prospect for
it streegtheus. It seems that tbe friends of River
Improvements not being able to carry their mea
sure alone are likely to combine with the friends of
this plan and a bill to promote both the State Rail
road and .River Improvement measures has been

The Legislature meets again this morning the House
to renLW the (Lscauion of the Debt Bill and the Senate
to take up the same question or else the River BUI
which if not to-day will shortly be on the tapis. On
Saturday morning a bill was passed rapidly through
the House by a suspension of the rules changing the
time of the sessions of the Supreme Court. It provided
that tbe Court should sit In Austin until the third week
in January and commence its session In Galveston on
the first Wednesday in February and at Tyler In the
first week of April of each year. The Senate passed
the bQl with an amendment! extending the time at
Austin and of course postponing the time of com-
mencing at Galveston and Tyler. The amendment wIJ
be concurred In but my Impression Is that it Is not in
tended by this Act to chaaxe the time of the next ses-
sioaa at Galrestou and Tyler but that those of next
winter and atanrardsare regulated by the bilk The
necessity for an extension of tune lu been felt by both

$30000. Tbe Senate committee Knorl an amend
ment with it to the effect that tie people ou the
streams that! subscribe an equal anoant to that ap
propriated by ibe State in order la entitle them to
the appropriation. If thia amendment Is carried It
will kill the bill. Ills my opinion that It will be voled

I attended a meeting of tbe commltle on Internal
Improvements on Friday evening. Tbe projects up
were Mr. Sherwood's State Plan a lau proposed by
Maverick of San Antonio rather thtsretical.but safe;
nud the loaning policy proposed b Mr Palmer of
Harris. Mr. Maverick proposes thu ihe Stale shall
buy and cwn the Iron for the roads and a sub-corn
mittee was appointed to draw np a bdl embracing
his theory and plan
Mr. Palmer's on the loaning plan proposes lend-
jng certain companies 16000 on the completion of
twenty fire miles of road. The discussion In com-
mittee was quite exciting.
A motion was made to lay Mr. Sherwood's plan
ou the table and be made an eloquent defence of It
and a fierce attack on tbe corporate system. It was
laid on the table by 15 yeas against G says 21 of tbe
committee being present.
Tbe Bill presented In the Home by Mr. Sullivan
bas been submitted to tbe Chairm-m of Ibe commit-
tee and I learn tbat It occupies a very favorable po
sition. It has gained many friends anl bas the pros-
pea of at least a fair test before the House I
think that tbe more carefully the proiislons of tbat
bill arc examined tho more it will gro Is favor and
Mr. Sullivan has done himself credit as its author
lo a previous letter I gave you a hasty sketch of

The Legislative proceedings for Ihe week past
have been almost entirely void of Interest; until
yesterdsy forenoon a visit lo the Capitol would hardly

Col Davis spoks this morning on the subject abont
an hour and a half in a very able manner and pro-

of the Cenersl Government In making ibe iffe- of
adjustment. He thought Ibe proposition a highly
acceptable one and especially at this time when we
re In want of so many works of Improvement which
the credil of the stale Is so needed to bring about.
Delaying the settlement of our public debt would
only servetolnjure the Slatecredit without giving
or holding out any assurance of liquidation lathe
future oa even so good terms. Messrs Sayles and
Davis are among the most talented leaders In the
Houteand of coarse were listened to wltbjmuch pica
sure and satisfaction. There are others who are
held in high estimation tbat arc holding off until tbe
old Lion of them all opens on this matter. I mean
Judge Ochiltree tbe acknowledged Lion or tho
Uonse. Tbe Judge bas long since told them where
to find him and when be does open that big 13 Inch
mortar battery of his the very chinks and cracks of
the Capitol will cry out for acceptance. "When
does Old Buffalo speak?" I 'beard asked at least
fifty times lo day. From this you may arrivo at tbe
Interest felt Inhearlng his opinions.
The Senate bat put off Ibis mailer from day to
day for some time but It bas been made the cs
pecial order of the day for next Wednesday. In
this chamber quite a lively discussion took place to
day on the repeal of "the P.cifle and Mississippi
Railroad " charter. Messrs. Potter Taylor of Fan-
nin and others taking part. This will occupy a good
deal more attention than was thought at first. On
an Investigation of the matter a vexed question will
arise in regard to lb relief of those who have gone
la upon tbe bbds embraced In the " Reservation."
Thousands of families have invested their all In mak
Ing farms within Ibe same believing in so doing
they were not violating any Constitutional mandate.
And from personal Interviews wilb many of them I
think tbey will be extremely loth to give upthcir
works of improvement lu be taken advantage of
by tbe land speculator or locator but " time will

Tbe Supreme Court Is getting along quietly and
smoothly and if the Court Is allowed to bare two
weeks additional session it is thought that the vast
amount of business before It will bare been got

There are about thirty families residing here and we
have a beautiful country surrounding us. For ten or
twelve miles either way you may nde you can see the
com and cotton fields before you In every dirictton.
Onr town consists at present of two dry goods stores
two groceries two wagon shops two blacksmith shops
one cooper shop one tin shop one tailor shop one sad
dler shop and saddle-tree manufactory Ac all doing
welL This place Is situated on the mala road leading
from Austin to Houston and Galveston and we are reg
nlarly supplied with the mads by the excellent stage
arrangements of the untiring F. P Sawyer.
We hare nothing new or strange to speak of. We
hare had a beautiful FaU favoring both the merchant
and farmer. The cotton crop here bas been rather Huht
caused first by tbe drought in the Spring and secondly
by the worms. The com Is fine and would be credit"
able to any of the States in the Union.

Tuesday next tn order that the strength of its friends
in the House may be ascertained as It Is supposed there
Is a majority there In favor of its passage of some six
or eight Totes. Should such prove to be the case it will
gain a Tote or two In the Senate where the friends and
opponents of tbe bill are pretty nearly balanced.

At a matter of general Interest lo oar readers we
publish tbe following statistics showing tbe pro-
gress and present condition of Ibo Galveston and
Red River Railroad at furnished by one well ac-
quainted with tbe facts.
1st. The grade la nearly completed from Houston
to a mile beyond Cypress creek.
2d. About 0000 lies are now on tho ground tnd
tbe contractors bara ordered 10000 from Maine.
3d. The bridges and culverts are in progress of
construction and will soon be finished.
4th. Full half of tbe neccs-ary rails bavo either
arrived or are on the way.
Sth. One locomotive of I9Jtf tons weight 'with
tender (cylinders 12 x 20 Inches and four fire feet
drivers outside connection) called the Ebcnezer
Allen together with four of tbe cars all the chains
and spikes frogs baud cars &c kc necessary for

the Brazost!mber near Mr. Donabo's residence
from thence duo North to the Navalsoto crossing
that stream near the town of Anderson passing near

road. From tbat point it will ran np toward tbo
Red River counties and thence diverge Nortb-East
striking Red River near the town of Fulton connect-
ing wilb tbo Cairo and Fulton road wb Ich also con
nects with the Central Illinois road. Tbe stock al
ready subscribed amounts to near half a million of

The aurrer has been paid for & distance of one
hundred and fifty-four miles fn addition to which a
large tract of country has bocn explored. Thus far
the road has been prosecuted almost exclusively by
the efforts of theeitizens ol Houston alone. Oar
informant says tbo work for grading the next twenty-
five miles will be commenced on the 1st or January
proximo and that It Is the Intention of tbe Company
to hare fifty miles la running order by tbe 1st of
September 1856. Heavy planters he says bave
proposed to take contracts for tbe grading by sec
tions In payment of stock. He adds that as soon as
tbe first twenty five miles are finished eegotlatlons
abroad can be effected for money so that the work
can b prosecuted without tbe aid of loans from tbe
State. We may here remark tbat we have also been
informed by gentlemen .connected with tho Calves-
Houston and Henderson Railroad that tbat
Company feel perfectly able to prosecute their road
without the aid proposed to be given by tho Loan
Bill now before oar Legislature though we presume
they will accept tbe proposed loan If tbe bill be
comes a law provided tbe terms are not too strin
gent Tbey say that tha first mortgage required by
the State will operate unfavorably on effecting ad-
ditional loaaa.

Sec 33 The aggregate amount of debts hereafter

pal of tho cost of such Improvements; and tbe
Legislature is hereby allowed to add to said sinking
fund from time lo lime from such resources of the
State as are not otherwise pledged. The Secretary

following railways viz: A railway commencing at
the City of Galveston crossing West Bay aad thence

point in several branches so tbat one trunk or
branch shall run northward crossing the Trinity
river and thence northward lo near theNeebes;
there lo be branched in two directions tbe one run-
ning In as direct a line as posibIo to tbe East line ol
the State near tbe Northeast corner of Cass county
tbe other branch lo run between tha Trinity and
Necbcs In as direct a line as posibleto Red Elver
In Fannin county another trunk or branch running
Weslwardly from said Railway centre crossing tho
Brazos River and branching near tbe Colorado and
mooing with one branch on Ihe Last sido of the
Colorado lo ihe City or Austin; and wilb tho other
branch to tbo city of San Antonio also another
road to be commenced at Powderhom on Maiacorda
Bay and Intersecting tbo branch runuing to San An-
tonio at or near the city of Gonzales.
Tbo construction of said Railway shall be com-
menced at said Railway centre in Harris county and
at Powdcrboro and shall bo prosecuted cotempora-
neoosly aod for equal distances annually until Ibe
cities of Austin and San Antonio are reached.

ments mentioned in this subdivision of aaid Section
aball be made unless on the recommendation of tbe

veys made and the feasibility and propriety of such
Improvements duly ascertained.

State to adopt a system of Improvements combining
the greatest general advantage; and by which tbe

is hereby fixed at ten cents per acre; and any bolder
of a certificate entitled to location sball have the
exclusive privilege of locating and be restricted to

tbat purpose may divide such certificate and make
It applicable to different lots so as to embrace tbe
aggregate quantity of Und authorixed to be located
by It; bat no division of any lot sball he allowed lo

be s fractional balance contained In the certificate of
less than one hundred and sixty acres which balance
may be located on the south side of any other section

fire cents per acre shall be entitled to a patent from
tbe General Land Office for the same; bat no lot
shall be subdivided for the purpose of such sale:
And It Is further provided Ibat said section lots one
two and foar together with ibe proceeds of sale

shall be and are hereby attached and made a part of
said Internal Improvement Fund established or con
templated by the first section of tbts Act.

and Is hereby established an Internal Improvement
System by tbe State ; As a part of said system tbe
Construction of tbe following Railways is hereby
authorised viz : A Railway commencing at the City
of Galveston crossing West Bay and Ibeoce to ibe

Railway centre on ornear tbe navigable waters of
Buffalo Bayou; thence diverging from said central
point in several branches so that one trunk or branch
shall run northward crossing tbe Trinity River and
thence northward to near tbe Neches; there to be
branched in two directions the one running In at
direct a line as possible to tbe east line of ibe State
near the northeast Corner of Ca county the other
branch to run in at direct a line aa possible lo
Red River in Lamar county another trunk or
branch commencing at ssld Railway centre and
runniog between the said Brazos and Trinity Rivera
la a northwestwardly direction to Preston In Grayson
county -another branch or trunk running westwadly
from aald Railway centre crossing the Brazos
River and branching near the Colorado and running
wilb one branch oa the east side of the Colorado to
tbe city of Austin and with the other branch to the
city of San Antonio- also another road lo be com-
menced at Powderhom on Matagorda Bay and
intersecting ihe branch running to San Antonio at
ornear the city of Gonzales. Tbe construction of
said R'Hwsys shall be commenced at said Railway
centre in Harris county and at Powderhom; andshall
bo prosecuted cotemporaneoaaly and fureqojl
distances annually until the cities or Austin and
baa Antonio are respectively reached after which
the other Road between the Trinity aod Brazos rea-
ches aa high as Preston in Grayson county; aod the
iwb branches in Eastern Texas respectively reach
Red Rtrer In Lamar connty aad the east line of
the Suie at or near tbe northeast corner of Cass
county. Provided nevertheless tbat tbe section of
Railway between Galveston and Houston may at any
time bo constructed with either a single or doable
track la case tbe Legislature shall deem it necessary
far the Interests ol tbe State.
Sec. 5 Be a further enacted That the Internal
Improvement Board created by tbe next eecilon of
this Act shall have power to purchase in the Road
owned by the B-ifftlo Bayou Brazos and Colorado
Railway Company; and also tbe Road owned by tbe
Galveston and Red River Railway Company to far
aa ibe work on aaid Railways Is completed; but no
greater or higher price shall bo paid for tbe said
Uoadj or either or them than the actual cash value
fur an equal amount of construction with ten per
cent added to such price ; and no purchase of either
of said Roads a tall be made so aa to become opera-
tive without tbe assent aad ratification of two-ibirds
of ibe Internal Improvement Board.
Sec 6. Bcitai-iAsr snorted' Tbat the office of
Internal Improvement Commissioner la hereby crea-
ted; and that it shall bave personal charge and
superintendence ul the Internal Improvement Board;
wbicb Board sball be composed ot Ihe Governor ot
Ibe State said Commissioner the Slate lEoginoer
and Surveyor Secretary of State Comptroller of
Public Accounts Stale Treaserer Lieutenant Go-
vernor and Attorney General Said Cummisaioner
shall immediately enter oa tbe duties of their office
oa giving their official oath; and their appointment
snail be subject to ratification or rejection by tbe
Senate at lis earliest meeting after each appoint
men- provided also said Commissioners sball al

Sec 0 Be U further enacted. That no contract
shall be entered into lor tbe construction of any of

veyed and tbe work and its value estimated by the
StaieEoKiareraod Surveyor aad submitted to tbe
Internal Improvement Board; after wblelt. If a ma-
jority uf thu Board concur In such estimate five per
cent shall be added to such ettlmaiejand the work
wlih specifications advertised for sealed proposal;
and Ihe time limned during wbicb tbe same shall be
received. no bid sball be received or contract
awarded on tbe same that sball exceed the said esu-
mate and five percent added and the contract shall
be awarded io ibe lowest bidder who shall give
good and ample security for the performance or tbe
work; and which security Shall be prescribed aad
approved by said Internal Improvement Board
Provided nevertheless that in case ibe contractor
sball neglect or refuse lo giro security to ibe satis-
faction uf the Board tbe contract may be awarded
io the next lowest bidder who sball giro tbe required
security: nothing however contained in Ibis section
shall be to construed aa to prevent tbe Commission-
ers from purchasing Railway Iron chairs spikes lo-
comotives and freight cart and other necessary ma
terials lo be purchased ont oi me state; out wnico
msy be purchased by said Commissioners with ibe
advice and concurrence or a majority'vf said Board.
Sec 10. Be u further enacted. That no contractor
shall be paid as bis work advances beyond four-
fifths of its estimated value until bis contract is
finished -nod it is also provided lhat no mouey
whatsoever shall be drawn from Ihe Internal Im
provemeut Fund except on tbe order of a Commis-
sioner whltb fall specifications tnd vouchers of
such Commissioner ander oath attached aad which
aball be signed In duplicate and betore paymsr.it
filed and approved by a majority of tbe Board 'and
It Is father provided that tne Internal Improretrient

the ysar one thousand eight hundred and fifty-six a
school tax of seven cents on each one hundred dol-
