Aran: Dec 191353.
The business of tbe week thus far amounts to but
little. The IIouss baa been devoting its talent to the
discussion or the Debt Bill. Messrs. Klttrell Locke
Askew and Ochiltree spoke on Monday: Messrs.
Darden (of Colorado) Ector Tarver Cleveland and
West on Tuesday and Messrs Tompkins and White
have made speeches to-dsy.
A resolution was adopted In Ihe Hoae for a Joint
committee U visit the Penitentiary st Hunlsrille
and report thereon but the Senile laid the matter
on tbe table.
This mornlag a resolution was Introduced and ad-
opted providing for so adjournment from tW SIst
Intl. (Friday next) to the 31st the Senate conenr-
Iog. It I probable the Senate will agree although
many members are opposed to so long a recess.
Palmer's loaning policy to which I referred In my
last waslotroduced by bill in the Senate on Mon-
day and was ordered to be engrossed yesterday by
a vote which is considered a test; It stood yeas SI
naje 7. Mr Poller the Senator from Galveston
voted In the affirmative. This loaning system wilt
not meet so favorable a reception lo the House nor
can I believe that lis final passage In the Senate will
be so trlampb&ut. Ad amendment was made to the
bill by Senator Taylor of Fannin lhat one-half of
the money loaned by the Slate shonld belo com-
panies or roads In Eeastern Texas and ibe other half
to those in Western Texas. When this measure
eomes lo the House It will probably be found lhat
tbe plan of Mr. Merrick .(I wrote Maverick previ
ously by mistake) will have precedence or that In
troduced by Mr Sulllrsn gaining friends as tt Is
may stand foremost In the estimation ol Legislators.
A number of private relief bills have been passed'
bat no general act has gone tbroogh tbe mill so far
as I am aware since I wrote on Monday. Tbe sev-
eral bills In reference to manufacturing companies In
Galveston and to tbe donation to Ihe city of ibe
State's title to Pelican Island arc all In a progressive
condition.
The bill making an appropriation for volunteers
called ont to serve on the frontier has been regularly
signed and is now a law also tbe bill fixing tbo
Governor's salary at $3000 per annum.
Tbe bill extending the term of the Supreme Coart
at this place has become a law. Its provisions are
not as 1 understood them when 1 wrote last. As It
la a matter of considerable importance X will now
state tt correctly by tbe record.
Tbe present term at Autln Is extended to tbe 3d
Monday in January aud the session at Galveston
will commence on tbe 1st Monday In February aud
sit until ihe 15th ot April. The Judicial Districts on
the Nueces and Rio Grande will not therefore be
called before the last of March or 1st of April
Tbe Court will commence at Tyler on the 4th Mon-
day In April.
The change applies lo this session and ike Coming
tessiocs at Galveston and Tyler. The courts next
Fall and afterwarea art to be regulated by tbo laws
which heretofore prevailed. Tbe necessity for an ex
tension of tbe present term Is the accumulation at
Austin of a quantity of cases which had become
mouldy with age and mellow by delay.
There are preparations going on for Ihe Inaugura-
tion of Governor Pesee on Friday when there will
be a gala dsy In tbe Capitol. Tboe who participate
In tbe dance are expecting a "gsy time' and I bare
no doubt It will be a most brilliant party.
The weather Is chilly bat dry and the atmosphere
Is clear and beaaiifaL In anticipation of its contina
anco a number of gentlemen are planing an excur-
sion lo San Antonio during the holidays.
Some excitement waa created In the Capitol by the
arrival on Saturday evening last of one of tbe offi-
cers of the Bouse having In charge as a prisoner
one William Bines whom be had arrested In Chero-
kee countytunder a warrant from the Speaker. Bines
Is charged with being concerned In the notorious land
frauds about which so much has been said and alto
lo tbe burning of the Adjutant General's office. He
