The steamer S. .V. Williams leaves to da j on tcr
first trip for the Braios. She has been thoroughly
repaired and so altered in order toimrrore her qual
ities as a Ma boat as to rescmblo her former self so
little that no one would recognize her as the some.
In strength of hull and machinery- conformation ca-
pacity for freight and comfort for passengers she is
admirably adapted to the business in which she is en
gaged. Sio deserve and will doubtless receive libe
ral encouragement in this now important and grow
ing trade. We understand that the people of the
Brazos hare effected an arrangement with Messrs. It.
& D. G. Mills to place another boat of light draft in
that river to ply pcrmautly between the upper ami
lower sections and run in conjunction with the IFiV-
liams which boat draws too much water for the up-
per trade except when the river is high. We expect
hereafter to sec the trade of the Braios as heavy as
any coming directly to Galveston from the interior.
We learn that Capt. Tichenor contemplate" placing
a boat in the Trinity in a very short timoprouaUy
the fine new one built at Louisi illcj as the Eilloic and
Reliance now run together in the Houston trade; and
arc sufficient for the business.
But tittl comparatively of the prescnlycar's crops
have yet found their way to market ; and notwith-
utanding the recent decline in cottop and the cheik
which trade las received in this city and Houston
from sickness wc still hare confidence that the com-
ing winter will be more active and better fur business
than any of scv oral past years.
Capt. Brown of the schr. J. G. McXeel was drown-
ed by the swamping of a boot on the Braios bar a
few days since.
The Banner states that -Maj. Vcach the licut. of
Gen. Lamar's company passed through lluntsville on
SUurday 9th int. with about SO volunteers. They
were principally from Jasper Co. and have gone on to
join Xanur at Laredo for the frontier defence.
THE PUBLIC SCHOOLS.
The death of one the necessary removal of anoth-
er and the resignation of three more of the teach
ers within a short period together with the disposi-
tion manifested on the part of somo of the members
for the Board of Trustees to resign in a body had
rendered it doubtful whether a temporary sus-
pension of our public schools could be avoided. Wc
are happy to announce that the Rev.Mr.Huckinshas
volunteered without regard to compensation to sup-
ply the wont of a head instructor occasioned by the
rcsignaton of Messrs. McXair and Wilson. Mr. HucL-
ins is a roan of fine education and experience as a
teachcrandfuliycompeteiittothedis.hargeoftheduty
which he has thus timely assumed. In a like spirit
Miss C. Sydnor had previously taken charge of the
school before taught by Mrs. Van Ycctcn ; and Mr.
Rowe has been engaged to supply the want of another
teacher; so that the schools may be now regarded as
organized for the remainder of the year on a new ba-
sis and one which it is hoped wul give satisfaction to
the public There has been some diminution in the
number of scholars watch with other causes has allow
ed an opportunity for the reduction of the number of
teachers and in the case of the three highe. m t
amount of niir?"? paid. Mr. Hnckins andMissSyd-
norvolunteerod to teach withont compensation; but
they should be paid nevertheless and that deeeotly.
Wc give below a list of the teachers and their sala-
ries under the old organization and in a parallel col-
umn the names of the present teachers assuming
that those who have volunteered will be paid at a rat c
per annum in proportion to the sum-i placed opposite
their names. Wc take the names of the teachers
and the amount of salaries under the old organiza-
tion from the semi-annual report of the Board of
Trustees

Supposing that the rents and incidental expenses
of the schools will continue the same as heretofore
this table exhibits a clear saving of $2400 per an-
num in favor of the plan at present in operation.
Allowing 4400 per annum for rents and $500 for in-
cidental expenses the schools may continue to be con-
ducted with the present number of scholars at an
expense of S3XX) per annum. This is less than the
annual school fund under the present tax and exhib-
its wo think the entire practicability of sustaining
our public schools under an equal and uniform sys-
tem of taxation without in any manner burthening
the public or oppressing particular interests.
ELECTIONS.
Louisiana It is a tiD doubtful whether the Whigs
or Democrats have a majority in the House of Rep-
resentatives. Mississippi. P. W. Tompkins has been elected to
Congress from the third District a whig gain. The
chances are that Alexander K. M'Clung whig wul
also be elected to Congress.

THE OUTRAGE UPON TEXAS. COMMITTED BY ORDER

We copy below dceumentswbJbh establish unqnes
tfcmably the character of the outrage upon two of
the atttens of Texas perpetrated by order of Gen.
Cushins in Texas In September last. The order-
No. 31 "by command of Brig. Gen. dishing'' and
signed C. Colin Augur A. A. A. G. is conclusive of
itself relative to the aggravated illegal and tyran-
ics character of the measure in question. Even
admitting that it liad been proved tint Messrs.
Chamberlain and Rapcr had sold intoxicating li-
quors to soldiers the act is one of every day occur-
rence in all places in the United States where sol
diers are stationed; and no one ever before heard
of "all the goods" the habitation and "the money
thcreintt of the parties selling the liquor being confis-
cated and "twenty-five lasbes on the bare back" be-
ing inflicted as an additional punishment. It was
lucky for the Colonel or the Massachusetts Regiment
and the means of averting a still greater public disor-
der that this gross aggression on the property and
persons of peaceful citiicns'of Texas was committed
at a point where Texas liad neither soldiers or citi-
zens enough to rotcnt the offence. But to the docu

was earned into effect under circumstances of even
increased cruelty while one of the parties named
in the order as having given evidence that Messr
Chamberlain and Itapcr had sold ardent spirits to tho
soldiers testifies positively under oath that such was
not the fact.

but never obtained any ; and farther that they never
saw any pirituoas liquors offered for sale by the said

of the said regiment during his stay with them nor

evidence Gen. Cushing may have had It was taken

nor any one to represent him the first intimation he
had of the charge was the order for his pumshrient
which wnj) immediately carried into effect. No per-
suasions or entreaties could induce Gen. Cushing to
grant Mr. Chamberlain time to prove his innocence
which he could easily have done. One of the in-
dividuals rumed in the order of Gen. Cos substan-
tiating the thargc against Mr. Chamberlain went vol-
nntnrily before a notary public of the Stato of Texas
and made oath that the charge so far from being
known to him to be true was entirely unfounded.
Several other members of the regiment also went of
their own accord and attested before soul notary to
the innocence of Sir. Chamberlain. Nor was this all.
In addition to the punishment 23 lashes inflicted in
presence of a file of armed soldierSj his pockets were
rifled and his property taken from lum. He was even
refused permission to go on lard of a boat then ly-
ing nt Palo Alto at the invitation of the captain liut
was placed unprotected and unarmed out of the State
in an enemy's country.
Mr. Chamberlain was at camp Palo Alto by special
permission of the commanding officer. He has been
for tho last seven years a citiien of Texas has mer-
chandized in this place upwanls of a year and is
known as nn industrious cood citizen hating always
wnjot cd a reputation for morality and integrity. In
