projections for increase in goods
and services.
Other revenue reflects projected
donations of $24,000 from all
sources except the city and county;
$51,312 transfer from the county in
payment of the x-ray unit; and
$51,060 for Medicare Pass Thru,
these adjustments offset decreases
in payments that are expected to be
reduced or eliminated.
Bad debt is estimated at 8% of
gross revenue or $378,000, Medi-
care contractual is expected to in-
crease $92,000 and Medicaid con-
tractual is expected to increase
$75,000. These figures are de-
ducted from revenue.
Expenses reflect an increase of
4.95%; a 3% average merit in-
crease for employees; a 5% in-
crease in supplies cost; service con-
tract increase of 5%, pfprmacy
contract increase of 4%; laundry
services remain stable. Insurance
expense includes an 8% increase
for professional liability and 15%
increase in health insurance. Van
service reflects cost of repairs, sup-

plies and labor. Depreciation is
based on current assets.
"The budget reflects anticipated
revenues and expenses over the
budget year and has attempted to
anticipate changes in Medicare/
Medicaid program reimbursement
which affects 60% of gross reve-
nues," Parisi said in his summary.
Unknown variables such as signifi-
cant changes in Medicare/Medicaid
reimbursement and dramatic in-
creases/decreases in patient work-
load or patient mix (types of pa-
tients) will also influence the
budget, he added.
In the absence of two commis-
sioners, the court did not take ac-
tion on the budget.
The city, however, gave it unani-
mous approval.
Mayor Tony Hardt commented
on the improved budget format
submitted this year. "It is very easy
to read - a lot easier than past
budgets," he said.
While Home Health Care, physi-
cal therapy, emergency room reve-
nues and number of deliveries
have increased, the hospital is in a
"heavy Medicare/Medicaid envi-
ronment" with 65% of the billing
going to those two programs, both
of which reimburse the hospital at a
fate less than the actual cost of
services.
Parisi has applied for designation
of the hospital as sole community
provider (no other hospital within
35 miles). This designation should
bring slightly increased revenue
from Medicare/Medicaid unless
changes are made in the programs.
In spite of the projected losses,
the hospital remains in better finan-
cial condition than many in the
state, according to Parisi.
Parisi and the hospital board
have been studying ways of offset-
ting the projected loss in an attempt
to keep the facility out of dire fi-
nancial difficulty.
One proposal, creation of a hos-
pital district, was met by an outcry
from county residents, at a public
hearing and two public meetings,
who do not want to bear the burden
of a new entity creating additional
property taxes.
A second possible alternative,
discovered by accident last week,
entails amending the legislation
which created the city-county
owned facility. The change would
allow voters to decide if they want
to collect a two cent sales tax,
countywide, to be designated for
the hospital's operation and mainte-
nance, according to Parisi. This
would remove the burden of these
two expenses from the county and
city. Ownership and limited indi-
gent care responsibilities would
remain as they are now.

Tom Ozgo, representing a group
of citizens who are supporting de-
velopment of a community/senior
citizen center for Hondo, asked to
submit application for a grant from
the Texas Department of Com-
merce to finance construction of a
center. The grant could possibly
fund 80% of the cost. The remain-
ing 20% will be raised locally
through donations, he said.
Council agreed to have city me-
ter readers conduct a survey to de-
termine the number of residents in
each household and income range
as part of the application process.
The survey is a necessary step in
qualifying for a grant and will be
conducted both during and after
regular working hours.
A secondary benefit from such a
survey would give a comparison
for the current Census, said Rhea.
He said such a count might be re-
quired anyway.

gave the council an update on cur-
rent activities of his company. He
also introduced Bob Jackson, man-
ager of the airframe division of A.
J. Walter International, who will be
moving here in the near future.
Gary recently signed an agree-
ment with A. J. Walter tb perform
maintenance upon BAC 1-11 air-
craft.
The council also:
• Discussed the appointment or
reappointment of three Planning
and Zoning Commission/Board of
Adjustment members. The matter
was tabled for further study.
• Agreed to allow newcomers to
submit a letter of credit from a pre-
vious utility company in lieu of a
utility deposit.
•Awarded a bid for brush chipper
to Vermeer Sales of Texas, Inc. of
San Antonio. The lone bid was for
$16,150.
•Briefly discussed the fence
around the cemeteries. Council
members Mary Lopez and Arturo
Barrientes voiced their displeasure
with the current set-up.
•Was advised that Tim Hay had
withdrawn the bid he submitted for
operation of the city-owned prop-
erty currently known as Mooney
Trailer Park. The A. W. Mooney
family will continue to operate the
facility.

Court conducted minimal business
Monday in the absence of both
Com. Henry Briscoe and Com.
David FitzSimon.
County Judge Donald "Butch"
Campsey announced that the Med-
ina County Courthouse will be
closed Monday, May 28, in obser-
vance of Memorial Day.
The Commissioners Court meet-
ing will be held Tuesday, May 29.
A delegation of members of the
newly-formed Medina County
Crime Stoppers program asked the
court to proclaim the week begin-
ning May 28 as Crime Stoppers
Week in the county.
_ Members of the board who were
present included Lucille Kincke
and Steve Lopez of Devine, Gene
Draker of Hondo, Clyde Harris of
Yancey and Moore, and Sheriff
Wesley Scott of Hondo.
Mrs. Kincke gave a brief sum-
mary of the history of the organiza-
tion which began in 1985 in Devine
and was expanded this year to a
county-wide organization.
The court gave approval to a va-
cate and resubdivide request pre-
sented by surveyor Charles Rothe.
Rothe said Lots 2, 3,4 and 5 of 173
South Subdivision have been pur-
chased by an individual who would
like to have Lots 2,3 and 4 made into
one lot. He had obtained separate
financing for Lot 5 and so it has to
remain separate. The comli ied lots
would become Lot 6.
After extended discussion on the
matter, the court last week decided to
decrease the Sheriff’s budget ex-
pense column, grocery line, to reflect
money spent on contract meals in the
amount of $9,932 and to allow this
amount to reflect in non-departmen-
tal other expense, done as a journal
entry. The action was taken to avoid
a major change in the Sheriffs
budget and to allow payment of the
unexpected extra costs for meals for
prisoners created when the jail's oven
was not operational.
VISITORS FROM CORPUS CHRISTI... stopped at Medina County
Museum Monday afternoon. The 24 children are first, second and third
graders in the Montessori School of Corpus Christi. Accompanied by
six adults, the students were on their annual camping trip when they
V stopped to learn about Medina County history.
Crime Stoppers Week begins May 28
RESOLUTION
WHEREAS: Crime Stoppers it a program uniquely designed to utilize citizens as
the eyes and ears of the police when a criminal act occurs; and,
WHEREAS: Crime Stoppers is built upon a simple premise: cash rewards in return
for anonymous tips can help lead to the indictment of suspected criminals; and,
WHEREAS: Citizens who hesitate to inform the police with valuable information
because of apathy, fear of retaliation, or uncertainty about who lhey should contact are
ofTered complete anonymity when they call Crime Stoppers; and,
WHEREAS: Private citizens, the media and law enforcement agencies form a
unique partnership to make Crime Stoppers programs successful; and,
WHEREAS: There are over 186 local Crime Stoppers programs operating ill Texas.
Tips to the Crime Stoppers programs in Texas have helped law enforcement agencies
solve over 56,000 crimes which led to seizure of nearly $377 million in stolen property
and narcotics; and,
WHEREAS: The continued success of Crime Stoppers depends on the combined
efforts of the citizens, law enforcement officials and the involvement of the news
media. By working together it is possible not only to solve crimes but also to form an
efficient network that will deter criminal activity.
THEREFORE, BE IT RESOLVED: That the Medina County Commissioners Court
hereby designates the week of May 28,1990, as Crime Stoppers Week.

Another problem area is the con-
tention by Hayes and Comal counties
that there should be meters on all
wells in the district, including those
declared exempt by agreed criteria.
On the subject of meters on wells
Rene Aelvoet said, "You will never
know how much water is being dis-
charged, or pumped, unless you meter
every well. I personally don't have
any problem with metering. Some
people do, but I don't."
Matin said he has no problem with
it, but that the plan proposed in Med-
ina County was presented by the Farm
Bureau and its members are opposed
to metering.
Andy Aelvoet asked: "Do you think
there is plenty of water down there to
last for an indefinite number of yeirs
and no plan is needed to guide its
use?"
Martin replied: "I believe there is
plenty of water down there but I defi-
nitely believe there should be a plan.
We should never waste the great re-
source just because it is there."
The age old question of getting San
Antonio to obtain surface water was
also brought up.

- "The only .solution to the entire
problem,is. to get .San Antonio ion
surface water-and we cannot do that
until we come up with some numbers
to show exactly how much water we
are pumping and how much they are
pumping," said Rene Aelvoet.
Fred Wells, a board member, said:
"There is a need for a plan to prevent
San Antonio from pumping the aqui-
fer from underneath us. They need to
obtain additional water, but they had
set there for 40-50 years and done
absolutely nothing-except argue-
about getting additional water
sources."
Greg Rothe suggested that the five
counties sit down and begin working
on the problem without the inclusion
of anyone from the river authorities.
"It was a mistake to involve the river
authorities in the picture in the first
place," he said.
The Guadalupe-Bianco River Au-
thority has a suit in court which states
that the Edwards Aquifer is an under-
ground river and therefore should be
considered and treated the same as
surface water which the state con-
trols.
John Specht, general manager of
the GBRA, has not said the suit will
definitely be withdrawn but some-
thing to the effect that "if a plan can be
devised that will protect the Aquarena
Springs in San Marcos they will think
about withdrawing it"
It is with these and other sugges-
tions and ideas that the Medina
County board is meeting with Mr.
Birdwell and other districts this morn-
ing (Thursday) in San Antonio.

The Alzheimer's Support Group
will meet tonight (Thursday) at Com-
munity Care Center at 7:30 p.m. The
free meetings are open to the public.
The Hondo support group is a satel-
lite of the Greater San Antonio area
group. All caregivers are encouraged
to attend. The caring and sharing
among caregivers is very rewarding
and helpful.
