tho Dallas Express has gone gunning after
the scalps ot Republican Stato Chairman
Green and National Committeeman John
Grant Ha wants both retired next year
and has commenced his battle for that re-
sult vnth vigor and earnestness
It Is taken for granted ln Dallas that
1900 will witness tho uiual quadrennial
halrpulllng among the Texas republicans
The only change in preceding conditions Is
the fact that the bartle Is opening much
earlier than usual Dr John Grant wants
to euceoed himself as Texas member of the
republican National committee and State
Chairman Green would like tho same Job
for himself They have already com-
menced laying wlrci to these ends
That Is why King and other opponents of
both Grant and Green have commenced
shelllne the woods fio early
King wants Congressman Hawley to bo
National committeeman and Is for any
good influential negro for State chair-
man With Hawley an announced candi-
date for membership In Mark Ilannas In-
ner circle the same light would ensue that
occurred at the State republican conven-

Austin Toxas May 18 At todays ses-
sion ot the Southwestern Gas Electric
and Street Railway association convention
President Drako read his annual message
the principal features of which aro cov-
eted In tho following extract Tbcro la
scarcely a doubt but that tho rates of In-
surance as they have hcrotoforo been ap-
plied by tho Stato board of underwriters
or whatever name tbo dictator calls him-
self have In many cases been exorbltaut
and ln some cases almost prohibitive
This wo believe with proper attention
could bo satisfactorily adjusted Your
Stato legislature as Well as tho National
body appoint committees whoto duty It Is
to Investigate and pass upon bills many
of which aro ot rilrect Interest to us
Thcso gentlomcn while using doubtless
their best judgment aro neither practical
electricians nor manufacturers ot gas or
contractors of street railway plants and In
order to arrive at au honest and Just ver-
dict they must bo educated as a rule you
will And that the Instigator ot tbe bill
If aggressive and strongly ln opposition to
any of our Interests Is only too often a
man who Is govorned by tome personal or
local following He may hAve had cause
tn account of lack ot fair treitment or It
may bo an Imaginary wrong which he
strives tn romedy and had you a legisla-
tive commltteo wuua duty It was to get
beforo these bodies and explain to them
the conditions and tho facts as thoy exist
not in a single locality or with a single
firm but In Its general way as It should
be applied It would be the source ot much
benefit to us and would In a great many
cases do away with unwlso legislation
which Is often passed with no evil Intent
but from pure lack of information We
therefore think that a committee on legis-
lation would be wise
