Highway fund gets
infusion
Texas Comptroller Glenn
Hegar on Nov. 24 announced
the transfer of $2.27 billion
into the State Highway Fund
and the Economic Stabiliza-
tion Fund commonly known
as the Rainy Day Fund. Each
fund received more than
$1.13 billion, or 50 percent
of the total transfer.
According to the an-
nouncement, the transfer
amounts are based on wheth-
er oil production and natural
gas production tax revenues
exceed 1987 collections. If
either tax is greater than the
1987 threshold, an amount
equal to 75 percent of the ex-
cess is transferred.
In November 2014,
Texas voters approved an
amendment to the state con-
stitution allocating at least
one-half of these severance
taxes to the rainy day fund
and the remainder to the
State Highway Fund for use
on non-toll highway con-
struction, maintenance and
right-of-way acquisition.
Texas job growth
continues
Texas Workforce Com-
mission on Nov. 23 an-
nounced that Texas employ-
ers added 20,000 seasonally
adjusted non-farm jobs in
October, marking the eighth
month of 2015 with jobs
added. The state’s job in-
creases have yielded a 1.7
percent annual growth rate
continuing its string of posi-
tive annual growth for 66
consecutive months.
“Texas employers con-
tinue to contribute to the
Texas economy by adding
jobs, including 203,900 over
the past year,” said TWC
Chairman Andres Alcan-
tar. Texas’ seasonally ad-
justed unemployment rate
increased to 4.4 percent in
October, up from 4.2 percent
in September, and remained
below the national average
of 5.0 percent.

results on the Financial Integrity
Rating System of Texas (FIRST).
