day with W fl Gayle Jr the recal-
citrant olerk of Fort Bend county for
whom the supreme court issued n writ of
attachment last Friday Tomorrow
Gayle will be called before said court
and required to show cause why he
should not be held in contempt for refus-
ing to comply with mandates of said
court in the matter of transcripts of
cases now pending therein Gayle is in
custody ot the sheriff and claims that
the reason he did not comply with the
mandamuses of the court was that he had
resigned the office of distriot clerk rather
than venture back to Fort Bend county
to make said transcripts at the risk of his
life He seems to be thoroughly demor-
alized by fear

Reed has done some arbitrary and unjust
things since his installation but he did
something today for which he will get
the praise of all fairminded persons He
abolished what is known as the ladies
reoeption room an institution that has
grown to be a public disgrace owing
to the character of by far the larger per-
cent of the women who called there
daily to see members of congress JIbia
reception room is a handsomely furnish-
ed spacious chamber looking out on the
eastern entrance of the house and sep-
arated by a corridor from the hall where
the representatives deliberate Its pur-
pose was to afford rest and retirement for
feminine visitors at the capitol but for a-
long time it has been frequented by x
WOMEN OF DOUBTFUL JtEPUTATIONS
They flocked there and waited until
congressmen to whom they sent in their
cards would come out and accord the de-
sired interview Even women of most
notorious character were accustomed to
frequent the room and the number of
other females bent on intrigues who
might be seen there from the time the
house met until adjournment would run
up into the hundreds To such
a pass had it come that
respectable ladies hardly dared to be
seen in the apartment and if they had
business would wait at some other
place In fact the reception room was
for the most part a resort to arrange
subsequent meetings and to conduct
amours though of course it would not
be correot to say that no respeotable
ladies weie ever seen therein Now that
this is done away with the fairies who
trippedlightly up the capitol steps this
morning prepared to carry on the seige
they had laid to the

met a sad and most unexpected repulse
The familiar old resting plaoe was no
longer at their service Ko more were
they privileged to recline on TJnele Sams
luxurious sofas and listen to the amorous
declarations of the national law-

The ways and means committee
needed more room and the speaker
had gladly availed himself of this oppor-
tunity to aid the committee and abolish
a grievous nuisance at one and the same

the dumps but no help for it Hence-
forth the reception room will be only a
memory The members are not sorry
because many of them were unwilling
victims to designing or cranky females
who persisted in sending their cards
though their presence was not desirable

Washington March 24 There is
no foundation for the reports telegraphed
from the City of Mexico said Senor
Cruz the Guatemalian minister that
a revolution is in nrogress in the republio
of Guatemala In the first place Mexico
would not permit an armed force to be
concentrated within her borders for the
purpose of attacking a friendly govern-
ment and in the second place Gen
Barrundia has no following in Guatemala
He was exiled from his native country m
1885 and has since resided in Mexico
but no disorder has been created by his
absence nor has anyone attempted to
foment an insurrection among the
Guatemalans Had there been the
slightest trouble I would have known of
it long ere this but the latest advices
from my government are to the effect
that everything i3 peaceful and quiet
throughout the republic A speoial
meeting of congress has been called for
the purpose of considering the treaty be-
tween the five Central American repub-
lics and which has already been ratified
by Honduras and Salvador
The arguments in the Crain olaim for
salary as representative in congress
growing out of the Silcott defalcation
were concluded In the court of claims
today Representative Payson and Mr
Phil Thompson Jr making final argu-

PROTEST FROM NEW MEXICO

Washington March 24 Delegate
Joseph of New Mexico has addressed a
letter to the secretary of war stating
that a party of Indians belonging to the
Mescalero Apaches of the San Carlos res-
ervation In Arizona has recently com-
mitted depredations and outrages In that
territory The members of the party
were overtaken by United States troops
some of them killed and the remainder
captured He enters his vigorous protest
against removing a body of Indians of
the same band from the San Carlos reser-
vation to Fort Union in Northern New
Mexico They are Delegate Joseph
say3 the worst Indians in the United
States Fort Union is in the midst of
the most populous portion of New Mex-
ico To locate the Mescaleros at Fort
Union would be to render insecure all
life andpropsrty in their vicinity to cans

an immediate cessation of the immigra-
tion to Northern Xew Mexico and to
lead the Jioarillas who are located within
150 miles of Fort Union into acts of in-
surrection and depredation
In conclusion Mr Joseph says It
can be of no benefit to the Mescaleros
themselves to give them opportunities
to associate with the equally depraved
but less brutal Jicarillas and thus gain
ready followers in their crime while
nothing can be worse to the Jicarillas
than to be given leaders to persuade
them away from thepenceful avocations
or even from vioious idleness to aot9 of
violence The people of Xew Mexico
have suffered untold loss by Indian
depredations so far without redress
They cannot believe that they are now to
be chosen as viotims of a new band of
marauders
Judgment Affirmed
Washington March24 The supreme
court of the United States today
affirmed judgment of the circuit court
from the Eastern3 district of Virginia
granting a writ of habeas corpus to Wil-
son Looney convicted in the state courts
of perjury Looney it was alleged
swore falsely in giving before a notary
public testimony to be used in the Vir-
ginia contested election case of
Waddle vs Wise from the itich
mond distriot The court says that
althouch notaries public are state offi-
cers yet the testimony given in congres-
sional contested election cases is given in
obedience to the laws of the United
States and not of the state This being
the case the accused should have been
tried before the Federal court and not
before the state court Jus-
tice Gray in delivering the courts
opinion j says The administration
of justice by national tribunals would be
greatly embarassed if a witness testify-
ing before the United States court were
liable to prosecution in the state court
where passion or prejudices prevail A
witnefs who gives his testimony pursu-
ant to the laws of the United States
whether in the presence of a national tri-
bune or of an officer delegated by the
United States as a notary public for in
stance in the present case is not amena-
ble to the state but to the Federal
courts
Justice Gray reviewed the judgment of
the same court grantiug the writ of ha-
beas corpus to Charles Green convicted
of fraudulent voting at the last presi-
dential election Greens application
was granted by the lower court on the
same grounds stated in the case of
Looney viz That he should have been
tried in the Federal and not in the state
courts Justice Gray however holds
that Greens offence is a state matter
Although presidential electors are ap-
pointed in pursuance of the constitution of
the United States he says they are
no more officers and agents of
the United States that are members of
state legislatures acting as electors for
senators the judgment granting Green a
writ of habeas corpus is therefore re-
versed and the case sent back to the
lower court to have Groen remanded to
to the custody of the state officers
The Bouse Public Lands Committee
Washington March 24 The house
committee on public lands after trying
in yain for several months to reach an
agreement upon the general railroad
land grant forfeiture bill this morning
decided to shitt the controversy to tho
house by reporting two bills embodying
the prinoiples at issue They are the
Payson bill which proposes to declare a
forfeiture of lands opposite uncompleted
portions of aided railroad and tho Stone
bill which in addition to the forfeiture
proposes to causo suit to be brought
against railroad corporations found to be
legally liable and to recover to the
United States all lands opposite any con
struced part of the road which is not
completed within the time specified in
the granting act
Favorable reports were ordered on the
bills providing for the disposal of the
Fort Ellis military reservation in Mon-
tana under provisions of homestead laws
to authorize the entry of public lands by
incorporated cities and towns for city
and park purposes and providing for the
disposal under the homestead law of
abandoned military reservations In
Wyoming
Pension Sills Ordered Reported
Washington March 24 The house
committee on pensions today ordered
two general pension bills to be reported
to the house with favorable recommenda-
tions The first of these is the Richard-
son bill granting pensions to survivors of
Indian wars and to the surviving widows
of these men married previous to their
discharge and who have not remarried
at the rate of 58 per month
The second bill was introduced by Mr
Norton and proposes to amend the
Mexican war pension acts so as to in-
clude soldiers who served sixty days in the
Mexioan war or were engaged in battle
and those personally named by congress
for service in that war and widows of
Buch soldiers

Washington Maroh 24 By a vote of
seven to five the house committee on
coinage weights and measures today
authorized Chairman Conger to report
the Wiudom silver bill to the house with
a number of amendments

When Sheriff MeCall arrived at his office
this morning he found waiting at the
door in a peevish and nervous mood a
young man who said he wanted to sur-
render himself into the hands of the
law Sheriff MeCall accommodated the
young fellow by locking him in jail His
name is G E Campbell The story he
told was this Yesterday at a little
saloon at Atascosa postbffiee in this
county live Americnns and four Mexi-
cans met the latter were drunk and
abusive and commenced cursing
the Americans A row was the
result and the barkeeper stepped
out and handed Campbell a
pistol and asked him to help him keep
order Campbell undertook to stop a
Mexican from cutting one of his com-
panions with a long murderous looking
knife The Mexican turned furiously
upon him and threatened to carve him
Campbell then fired and the Mexican

Fort Smith Aric March 24 In
the United States court today Dr Will-
iam J Cooper a prominent oitizen of
the Choctaw country was sentenced to
eighteen months in the Arkansas peni-
tentiary for adultery and Mrs Eliza
Alexander who was tried jointly with
him was sentenced to four months in
jailFive
Five years ago Dr Coopor loft his wife
and eight ohildren in this state and
Mrs Alexander who was a neighbor of
the Coopers left her husband and four
children both going to the Indian coun-
try where they have resided up to a few
months ago They were tried and
convicted last month but during
an effort to secure a new trial have been
allowed to remain out of jail the woman
boarding at a house near the prison To-
day the motion for a new trial was over-
ruled and they are both behind the bars
The dootor is over sixty years of age
whileMrs Alexander claims to be titty
At the trial her husband and one of her
sons were the main proseouting wit-
nesses
