AN ARTICLE IN THE CURRENT ISSUE CHARGES THAT GHOST PAYROLLING, PHONY OVERTIME AND OTHER METHODS HAVE RUN THE PROJECT'S COST FROM EIGHT (M) MILLION DOLLARS TO 22 (M) MILLION DOLLARS AND PUT IT A YEAR BEHIND SCHEDULE.
