Governor Smith said today in Austin he doubts that the
1971 state legislature will need to pass a new tax
bill.
Smith said he did not believe the people of Texas
would be in the mood foi new taxes. "I'm an ordinary
citizen," said Smith, "and I'm not in the mood."
On another matter, Smith said his legal advisors
told him that Richard Penn, the husband of his
personal secretary, was qualified for 9 a 19
thousand dollar a year post en the Industrial acci-
dent board. Penn's appointment raised some eyebrows.
The law says appointees to the board must be employers
whose employees are covered by workman's compensation
insurance. Penn did not qualify until last weekend
when he took a job with an Austin publishing company.
