Bowl renovations should be fi-
nanced with the city's hotel-motel
tax, the Dallas City Council's
finance committee chairman said
Tuesday.
Council member Max Wells' pro-
posal drew negative responses from
hotel executives and convention
bureau leaders, who said they
would be concerned about losing
that revenue.
The council faces a deadline
from 1994 World Cup organizers,
who want an indication from the
city that the aging Cotton Bowl will
be spruced up in time for the popu-
lar soccer matches. The 12 host cit-
ies will be announced in mid-March.
Mr. Wells is proposing that the
Dallas Convention and Visitors Bu-
reau set aside $500,000 to $1 million
annually in funds it receives from
the hotel-motel tax to support the
use of certificates of obligation.
"We want to protect ourselves so
we're not the only industry that is
taxed," said Joe Palmieri, president
of the Hotel-Motel Association of
Greater Dallas. "We derive benefits
from the Cotton Bowl, but we're not
the sole beneficiary."
The finance committee will re-
view Mr. Wells' proposal on Feb. 15.

Owner of landmark building delays demolition
* The owner of the landmark Cotton Exchange Building has postponed
its demolition until early March, pending further discussions about con-
verting the structure into apartments. Michael Coker, director of the
city's planning department, said building owner J.L. Williams has agreed
to the delay. Mr. Williams originally delayed the Jan. 25 demolition date
by five days after Mayor Steve Bartlett and historic preservation groups
pleaded to save the downtown building and convert it into housing.
East Dallas man slain in home by 2 assailants
* An East Dallas man was shot and killed in his home by two assailants
Tuesday evening. Police said Michael Ayala, 26, was inside his home in
the 2000 block of Madera Street when the pair walked onto the porch.
They began yelling at Mr. Ayala and then fired through the door, striking
him, authorities said. Mr. Ayala was taken to Parkland Memorial Hospi-
tal, where he died at 8:52 p.m. Police had no suspects in custody Tues-
day night.
Louisiana officials oppose W. Dallas soil in landfill
* MONROE, La. - Ouachita Parish officials have passed a resolution
opposing plans to dump 1,800 truckloads of lead-contaminated soil
from West Dallas in a landfill near Monroe. The U.S. Environmental
Protection Agency announced Monday that the soil will be dumped at
Waste Management's Magnolia Landfill in eastern Ouachita Parish. Par-
ish officials asked the area's legislative delegation to join the fight
against the EPA plans for the soil. "I want to know why they can't store
it in Texas where it belongs," said Ben Marshall, a parish official.
