Ready for a fifth career as Dallas City Councilman
When Milton Tobian received the Dallas Human Relations Award in 1986, it was with
this tribute: "Quiet, thoughtful, caring, effective, far sighted, even visionary... a catalyst for
change...these words epitomize his amazing career."
Actually, Milton has had four amazing careers:
- U.S. Navy. Served on PT boats and a destroyer in the Pacific in World War II. Nine battle
stars.Youngest U.S. Naval officer when commissioned at age 20. Commanded a Navy
base in Louisiana before honorable discharge as Navy lieutenant.
" Business. For 25 years was head of highly successful cotton seed products company founded
by his father, Louis Tobian.
" Public Service. First Texas state director of Common Cause, the governmental reform lobby.
Championed public access--the people's right to know.
- Social Agency. Director of American Jewish committee, the human relations agency. Made
historical strides in building bridges among religious, social and ethnic groups.
Milton is retired from his fourth career and prepared to assume a fifth one on the Dallas
City Council. As the Dallas Times Herald states in its endorsement: "He has the time,

Dallas issues
" Dallas First When business, economic
development, people, transportation or cultural
activities come to Dallas, we must work to get
them in Dallas, not our suburbs. We must resume
our place as the focal point of this great center.
- Crime We must increase our total number of
police.. .increase our storefront activities and Crime
Watch program... bring our people and our police
together... step up educational and social
programs to help reduce the causes of crime.
- Jobs We cannot wait for businesses to decide
to move to Dallas. We must go out and find
them search them out. Show them how they
can benefit by relocation in Dallas.
- Code Enforcement We have some wonderful
homes that have been left to decay by absentee
landlords. We must enforce our housing codes.
- Housing It is insane to bulldoze West Dallas
housing when we have streets full of
the homeless.
- Zoning Business and industry must be kept
separated from neighborhoods so high rises
don't look down the chimneys of our
private homes.
" Transportation It's time to get DART on the
road- and to the benefit of those of us inside
the corporate limits of Dallas. We handicap our
city when we limit Dallas DART members'
terms, thereby giving seniority and experience
to the county members.
- Social Services We must be a city with a heart.
We must forge public policies that respond to
the homeless, the mentally ill, and with AIDS.The Tobian Record

He's prepared Milton has attended every City council meeting for a year and a half, and every
Dallas Housing Authority meeting for 8 months. He spent a year on the Health and Human Services
Commission and chaired the Human Services sub-committee.
He has the time These days, a city councilman's job takes 40 to 60 hours a week. Milton is now
retired, available and ready to devote all the hours it takes to serve the entire city.
He works with people He has a life history of bringing differing people together, making their lives
better. Wherever you live, whatever your background-when it comes to cooperation, Milton speaks
your language.
He's a problem solver In addition to his professional and volunteer records in solving problems,
Milton was trained as a dispute mediator. It's a talent the city council urgently needs.- Public Access As Texas Director of Common
Cause, he led the fight for legislative reform
that gave Texas its laws on.. .open

" Education President and organizer of
LEAD (League for Educational Advancement
in Dallas ) he led the reform group which
brought kindergartens to Dallas schools.
" Economic Development This February he
organized a Dallas conference between
citizens from Southern Dallas and a Chicago
development bank that makes loans to
revitalize depressed areas. Dallas banks
participated and an exciting entrepreneurial
plan is now in the making.
" Children He recently helped found Open
Arms, an organization making pediatric
care, food and counseling available for
children of families with AIDS. Also, he is
on the board of Trinity Ministries to the Poor.
" Other volunteer service Past and present board
