SECTION 14. Chapter 3, Article 3.51-6, Insurance Code, is
amended by adding Section 3C to read as follows:
Sec. 3C. No group policy of accident, health, or accident
and health insurance including group contracts issued by any16
standards a standard that prohibits an institution, in contracting
for group insurance or health maintenance organization coverage or
in self-insuring its own coverage, from contracting for or
providing in that coverage an exclusion or limitation on coverage
or services for acquired immune deficiency syndrome, as defined by
the Centers for Disease Control of the United States Public Health
Service, or human immunodeficiency virus infection.
SECTION 13. Chapter 3, Insurance Code, is amended by adding
Article 3.51-SA to read as follows:
Art. 3.51-5A. LOCAL GOVERNMENTS PROHIBITED FROM EXCLUDING OR
LIMITING CERTAIN COVERAGES. A municipality, county, _school
district, district created under Article III, Section 52, or
Article XVI, Section 59, of the Texas Constitution, or other
