We also asked them to stop testing persons "suspected" of being in risk groups for HIV an-
tibodies without their knowledge or consent. The DGA has been receiving complaints
about persons going to Parkland and later finding out that they were tested and the infor-
mation ended up in their medical records, and ultimately, in the hands of their employers.
Parkland agreed that we made "reasonable" requests and would get back to us. What hap-
pcned later was that the AIDS clinic staff was reshuffled. The result, according to the
Dallas Morning News (1/20/88) noted:
"As of Feb. 1, Parkland will allow physician assistants and nurse clinicians in the AIDS
Clinic to handle patients on Tuesdays and Thursdays, rather than doctors," (Dr. James)
Luby said.
"The situation really is no better than it was a year ago." -- Dr. Daniel Barbaro, AIDS Clinic
Director.
"Under the new arrangement, Barbaro, who saw patients five days a week, will do AIDS re-
search."
"Although other hospitals in Dallas and throughout the county are prescribing the therapy
(using Aerosol Pentamidine as a preventative for pneumocystis penumonia), Parkland offi-
cials are willing only to study it."
"Some of the patients have to wait as long as 35 days for an appointment to see a
physician." -- Dr. James Luby
If you are sick and needed to see a doctor at Parkland, and called on January 23rd, the
first appointment available for you would be March 10. 1988.
Without any other alternatives, the DGA started its own aerosol pentamidine program, with
less than $3,000. We have purchased the compressors and all anyone need do is get their
doctor to write the prescription for the medication. If anyone is unable to pay, we will
make every attempt to provide financial assistance. Many doctors in Dallas are already
using the aerosol pentamidine and it is criminal for Parkland's doctors to withold the
treatments. Their overriding concern seems to be staffing and funding, rather than
delivering quality health care.
Dallas Gay Political Caucus
The "new" DGPC will conduct a massive voter educational campaign, similar to a League of
Gay Voters format, identifying candidates, their positions, their comments, and reviewing
incumbents' records, votes, previous commitments, support on areas pertaining to gay rights
and AIDS legislation.
Too often we have been told by. politicians that while they supported us. in private, they
couldn't do it in public. And through the screening committee process,
candidates/incumbents were allowed to support us without any public commitment and still
receive the gay endorsement and ultimately the gay vote.
The new DGPC process will enable everyone to make their own endorsement, using a rate
sheet to follow the politicians written responses to questions. Where there are similarities
between candidates, you decide who you will vote for based on the summaries that will be
compiled, that include previous history. One of the first accomplishments of the 'new'
DGPC was to ask Representative David Cain to introduce repeal of 21.06 in the next ses-
sion of the Texas Legislature. David readily agreed to our request.
