2. The University of Texas Southwestern Medical Center at
Dallas (hereafter "Southwestern") is an agency of the State of
Texas owning and operating a medical school adjacent to Parkland.
3. The Hospital District and Southwestern have an
affiliation agreement.
4. The Plaintiffs seek to bring a class action for
declaratory and injunctive relief alleging certain deficiencies in
the treatment provided by the Defendants to persons who are
infected with human immuno-deficiency virus (HIV) , and/or who have
the acquired immune deficiency syndrome (AIDS) and/or who have AIDS
related complex (ARC).
5. Parkland has an out-patient clinic, called the AIDS
Clinic, where persons with AIDS or ARC are treated.
6. The Plaintiffs seek to represent a class which includes
all people with HIV infection, ARC or AIDS who are now receiving
or will seek treatment at Parkland.
7. The Plaintiffs' specific allegations about the care
provided are the following:
a. The Parkland AIDS Clinic has a waiting list for providing
AZT;
b. The Parkland AIDS Clinic does not provide aerosolized
pentamidine;
c. Parkland has bed controls limiting the number of beds for
