The Texas legislature, which could not get everything
accomplished in one regular and two special sessions
last year, trooped back to the state capitol today toembark on called session number-thre8.
The House of
Representatives, gavelled to order by Speaker James
Turman, begins with Turman's memorial resolution

It passes unanimously. Bigger things are
however, and the state comptroller sends up
word that by &gnoring the state's outstanding obli-
gations -- as a three year old law provides -- the
legislature has available more than 15-million dollarsfor appropriation this special session.

several ways of using the money, and at least one
