Businessmen Are Wary
Of Pollution Control
Although recognizing that
pollution is a problem, the
nation’s independent business
people appear to be quite wary
that combatting pollution will
result in a proliferation of new
government agencies and
bureaus that will accomplish
little but raise taxes.
This is evidenced by the
returns to the continuous field
survey of the National
Federation of Independent
Business.
While roughly 70 percent
report there are pollution
problems in their areas, only
12 percent feel that regional
agencies should be set up to
work on the problem. While 32
percent feel that the Federal
government should set
pollution standards, 23 percent
believe this should be handled
by local government, and only
19 percent believe state
governments should have this
authority.
Only 7 percent believe
pollution control should be
financed by government, while
28 percent believe these costs
should be included in normal
business costs, although 53
percent express the viewpoint
that there should be a
combination with the costs
picked up both as a normal
business cost and by
government.
Air pollution appears to be
the great concern, with 37
percent pinpointing this as the
major problem, and 27 percent

giving water pollution as the
major problem. Solid waste
pollution ranks quite low, with
only six percent giving this as
the major problem.
There are vast regional
differences. While in the Pacific
states 63 percent give air
pollution as the major
problem, only 13 percent feel
water pollution is a problem.
In New England, only 25
percent report air pollution as
the major problem, but 43
percent claim water pollution
is a problem. In the industrial
mid-Atlantic states, 49 percent
say air pollution, only 27
percent give water pollution as
a major problem.

September 19-25 has been
proclaimed as “Highway Week
in Texas” by Governor Preston
Smith.
> By official memorandum
Governor Smith pointed out
that the Texas highway system
encompasses some 70 thousand
miles of the nation’s finest
toads and highways.
' “These vital travelways> are
essential to the continued
growth of the Texas economy
and form the ‘Backbone of
Total Transportation’ in the
Lone Star State,” the
tnemorandum said, setting the
theme for the annual
observance.
s Governor Smith cited the
Texas Highway Department for
fnore than 40 years of
leadership in highway
beautification and safety,
service and efficiency of the
highway system.
He described the Highway
Department as “The State’s
Largest Gardner” which plants
more trees, wildflowers and
ornamental shrubs than any
other organization in the State.
Governor Smith urged “all
citizens to lend their total
support to the highway
program and the Texas
Highway Department.”
Highway Department
installations across the State
will stage special open house
and other special ceremonies to
mark the observance.
Highway Week in Texas has
been under sponsorship of the
Texas Good Roads Association
since the first such observance
a decade ago.
