; WILLS POINT — The Wills
Point City Council, at a special ses-
sion Monday night, set Saturday,
lieptrmber 7. as the date for a
referendum vote to decide if a $5 fee
Tor the operation of the local am
bulance service will be incorporated
into the city water meters.
The referendum vote, which will
take place between 7 a m and 7
p.m. that day, is in response to the
rising costs of operating the am-
bulance service. In the past, the am-
bulance service only obtained
members by a subscription basis.
According to Jerry Smith, an am
bulance employee, over half of the
citizens of Wills Point are not involv-
ed with the subscription service The
additional $5 fee per month, which

will be included in users' city water
bills but is not part of the water fee,
will get more people involved in the
service.
In a proposal the Wills Point
Ambulance Service presented to the
city council in July, it was estimated
the service would cost $110,896.71
to operate this year, while the pro-
jected income was only 485,000
from subscriptions. This cost is just
the price for maintaining the ser-
vice. not for expenditures on new
equipment.
Wilson Read, the city manager,
said he would mail a letter to city
water customers describing the
referendum. The customers will
receive two of these letters —one
next week and one the week of the
election. The letter says:
“To: City of Wills Point water
customers. From: City of Wills
Point
"Due to the continuing rising cost
to operate the Wills Point Am-
bulance Service, a method to raise
funds in addition to selling subscrip
tions must be considered.
In lieu of raising taxes, the Wills
Point City Council is proposing that
a fee of $5 per month be added to all
residential water bills both inside'
and outside’ the city limits. In addi
tion to the $5 monthly fee on the
water bill, a users fee of $25 would
be added each time the service is
utilized (the $25 fee would cover a
50 mile radius of Wills Point).
"Subscriptions of $60 per year will
still be available to people who are
not served by the city of Wills Point
water system. The additional $25 fee
will also apply to people who join the
ambulance service by subscription.
"AH people on the city of Wills
Point water system will have the op-
portunity to vote on the proposal to
add the $5 ambulance fee to their
water bills. This includes city and
rural water users.
"The vote on the referendum will
be conducted at the city hall, 120 N.
5th Street, Wills Point, Texas,
Saturday. September 7, 1985.
The polling place will be open
from 7 a m. to 7 p.m.
"If the referendum is favorably
passed, the $5 fee will be added to
all residential water bills, beginning
in November, 1985.
"Non members of the ambulance
serv ice will be required to pay in ad

vance a base fee of $160, plus $2 per
patient mile to a medical facility.
“If you have any questions per
teining to the ambulance service,
call 875 2820 or 875 5011.
"Present ambulance subscriptions
expire October 51, 1985."
According to Read, a committee
(consisting of Read, councilmen Bil-
ly Howe and Herschel LyBrand, and
Danny Wilson, an ambulance ser
vice employee) appointed by Mayor
Richard Herrin to study the am
bulance service options, "decided
that $25 had to be added because
something had to defer people from
using this (ambulance service) as a
taxi service” in non emergency
situations.
Only residential water customers
will be billed the $5 fee per month
($60 per year, which is what the
subscriptions cost). Businesses will
not be billed and, therefore, people
who work at a local business but are
not on the city water system cannot
vote on the referendum.
In the case of mobile home parks
where all residents are on one water
meter, the owner or an individual
will be billed the $5 per month while
the others in the lot will have to go
the subscription route to be provid
ed with the ambulance service.
"Everything we re talking about
here is nil unless this thing passes,
said LyBrand, adding "Let's not
blow the chance" to strengthen the
service.
If the referendum fails, LyBrand
continued, "The ambulance service,
as we know it, would probably not
be able to operate. "
Howe agreed with LyBrand, say-
ing,"It's come down to a point where
we’re either going to have an am
bulance service or we re not .”

the city hall The $25 users fee will
also have to be billed by the city

Thefts being
investigated

Department of Health and the
Rural Water Commission the direc
tors are getting on the job
training," board president Margaret
Taylor noted Thursday
The corporation is still waiting for
the state to return a permit to drill
for a new water well; as soon as the
permit arrives (which should be any
day now, she noted), the BVVWSC
will be able to advertise for bids,
Mrs. Taylor said.
"Everything’s been moving along
pretty smoothly," she said. Board
members have been doing the work
of operating the BWWSCs water
treatment facilities and distribution
system, and meter installations arc-
being contracted out, she said. The
how-to help from the TDH and the
RWC is free, she added.
No operator has been hired to
replace Chuck Oates, but that may
come at the regular board meeting,
scheduled Monday night, August
19.
WILLS POINT Two thefts and
two accidents were investigated dur
mg the past week by the Wills Point
Police Department.
I’he Mini Mart on Highway 80
Last reported August 3 that two
white females bought a cassette tape
and then stole one or more tapes
before leaving the store The tapes
were valued at SC each,
David Foster of Rt .4, Wills Point
reported the theft August 6 of two
pistols, a .357 magnum and a .25
automatic, from his pickup while it
was parked at a service station on
Highway 80 Fast to be serviced.
An accident at 11:32 a m August
2 involved a 1970 Plymouth driven
hv Willie C. Clark of Dallas and a
1984 Chevrolet pickup driven by
Leola Suns Moseley ot Wills Point.
According to the police report,
the Moseley pickup was stopped on
Highway HO at the traftu. light in the
intersection with 5th Street when the
Clark vehicle failed to stop and
struck the pickup in the teai
Neither drivei was reported to be
injured.
An accident at 8:50 p.m. Tuesday
in the TOO block ot Highway 80 Fast
involved a 1983 Chevrolet pickup
driven hv Joe Harold Adams of Wills
Point and a 1982 Ford driven by
Robie Raymond Whisenhunt of
Terrell

Adams was east hound on 80 w hen
Whisenhunt pulled out of a grocery
store paikmg lot and hit the side of
Adams pickup.
Neither driver was injured.
Meeting reset
