tails. A THOUGHT FOR HONESTY
So little happiness can from great
things come
When friends arc lost and objects
cheap are won.
Let your ambition ride the highest
crest
To do ut all means all should do
their best.
'TIs base that we should strive so
long
To gain our end in doing someone
wrong;
For misdemeanor is a wicked
boast
And seldom guins that which was
wanted most.
A goodly end rewards one's honest
toil
And pearly thoughts and heart
kept clean from soil.
The right the hard the straight
the narrow way
All lead to one eternal endless day.
So make a noblo effort to accrue
An interest of case when life is
through.

Questions and Answers
Q. What happens if a disabled
veteran fails in his course while he
is being rehabilitated under the Vo-
cational Rehabilitation Act (Public
Luw 10) ?
A. Generally Veterans Admin-
istration will take special steps to
enter him in another course in
which there is every likelihood he
will be nble to complete success-
fully. The situation depends on the
facts and the circumstances in each
case.
Q. I am considered totally dis-
abled for insurance purposes but
leceivc only 20 percent for compen-
sation. Can my award be increas-
ed? A. Your compensation will be
increased only if the service-connected
disability is shown to have
increased in severity. For insur-
ance puposc there may be other
disabilities not service-connected
which combined with the compen-
sable condition produce total dis-
ability. Facts and material for de-
termining the existence of perman-
ent and total disability are differ-
ent in insurance and compensation
matters.
Q. What are the conditions of
eligibility for rehabilitation under
the Vocational Rehabilitation Act
(Public Law 10) ?
A. A disabled veteran must
have had active service on or af-
ter September 10 1040 and before
July 25 1047 with a discharge un-
der conditions other than dishonor-
able. He also must have n com-
pensable service-connected disabil-
ity icurred in or aggravated by

Gray pointed out that the Ser-
vicemen's Readjustment Act re-
quires VA to guarantee or insure
loans which meet prescribed condi-
tions nnd that VA will "meet that
responsibility fully." VA he added
"docs not have the lcsponsibilty for
guaranteeing that the purchaser of
n property will bo satisfied with
the property he gets." I
"Because of my determination to
use funds only to meet the respon-
sibilities which arc imposed by
law" Gray wrote "activities in
respect to veterans complaints re-
lating to unsatisfactory properties
will bo restricted as indicated."
ECONOMIC All) TO EUROPE:
THE MARSHALL PLAN
Compiled by Robert E. Summers
Never before in the history of
the world has one nation been faced
with a piohlcm as vast and far-
reaching ns that before the United
States today in the European Re-
covery Program. The very mag-
nitude of the tnsk is almost be-
yond comprehension since it in-
volves the destinies of so many
nations.
No one volume could possibly do
more than scratch the pi oblcius and
contingencies implicit in the sub-
ject of European aid. No one vol-
ume can possibly offer a complete
analysis or understanding of the is-
sues involved. It is iioped how-
ever thnt this volume will provide
n foundation for a better under-
sanding of the Mai shall Plan and
all that it implies.
