Judge Garcia sends two
to serve time in prison
SAN DIEGO - State district
judge Ricardo H. Garcia heard
several guilty pleas while in town
last week. Threeof the guilty pleas
resulted in prison time, while two
others were given probation.
Rolando G. Bazan received five
years probation for burglary, was
fined $250, and will pay $300
attorney fees. In the other case
involving probation. RogelioNoe
Pena, received three years
probation for failure to stop and
render aid. he was also required to
make $1,000 in restitution and
pay $200 in attorney fees.
Alejandro Lopez will serve
three years in the Texas Depart
ment of Criminal Justice for taking
a controlled substance into the
EXival County jail. Reel Samante-
go. meanwhile, was sentenced to
four years in TDCJ. after having
an earlier probation for aggravated
assault revoked.
Joseph Scott Cisneros received
six months jail time in county jail
for theft over $200but under $750.

Morrison also recommended
that the county consider going into
a computer system that would
facilitate keeping track of de-
linquent accounts. She would also
like to file more lawsuits in an
attempt to collect more monies on
delinquent accounts. After her
presentation, the court agreed to
appoint a tax committee to look
into &11 facets of the delinquent
taxes. They appointed Lee, Judge
Uresti, County Auditor Rosie
Chapa. Caballero. Robert Leo, Za-
ragosa Gutierrez Jr. and Morrison.
Commissioners also agreed:
• to a plan to implement an em-
ployee retirement system in which
tlie county would contribute nearly
six percent and the employee four
per cent and employees would get
credit for 95 per cent of prior years
service;
• to refer to the county attorney
a matter involving a county road
situated in the Ruben Hinojosa fa-
mily property;
• toadopt*resolution support-
ing the CaminoColumbia project;
• to go out for bids for a copy
machine for the County Clerk's
office and for two vans, one for the
nutrition program and one for the
welfare department;
• to award next year's audit ser-
vices to the firm of Ernesto Garza;
and
• to hire some temporary help,
and also accept the resignation of
Albert Lopez from the Sheriffs
Department effective Nov. 15.
Chapa informed the court that
the audit for Oct. 1990 to Sept.
1991 was still not ready. She also
informed the court that the bills
were not ready because the
computer was "down again."

Mayor Alfredo E. Cardenas told
the board the City had an option to
contract with a private contractor
who would be willing to collect
for an additional 30£ per
household.
Cardenas said he would prefer
the water district to do the billing
even if it were for a little more.
"In this way you could be
helped as well as the city,” said
Cardenas. Additionally, said the
Mayor, the district would have
“more leverage."
I f the contractor collected, said
Cardenas, they would bill on a
quarterly basis and would require
the City to fine people who did not
pay.

Barrera said she saw no problem
with the City’s request and was
prepared to vote on the matter.
Bazan, however, insisted that if
the district was to collect they
needed to be paid 15 percent. That
.saidCardenas, would be too much
and the added costs would have to
be passed on to the user.
The board decided to wait until
Tuesday, Nov. 17, to make a final
decision. The City, saidCardenas,
was prepared to take action on
Nov. 18, “with or without the
district”
"We will not shirk our res-

Citizens will pay because it will be the lai
m ■ ver the last few months Duval County residents have
M been talking trash.
h has been a spirited and at times controversial
<fcb«e. It all started with the county's decision to get out of the
garbage collection business. County fathers pointed out that it was
cvvxttng the county nearly three quarters of a million dollars to
collect garbage.
While many citizens understood the concept of cutting costs
to realize savings, most did not understand why after cutting out
this service the county budget still increased and taxes also went
up. No doubt the county faced, and faces, a credibility problem
with this issue.
Other citizens were angered because, as they saw it, garbage
collection is the only service they receive from the county for their
tax dollars. Law enforcement is an obscure service for many to
comprehend. The work of such offices as the tax collector,
treasurer, county auditor and county clerk are seen by many as not
benefiting them in anyway.
Whatever the rationale and whatever the complaints over the
county’s decision, the fact of the matter is that the decision has
been made. Citizens will have to pay for the service, of that there
is no doubt The sooner they accept that reality the better.
The responsibility for providing this service has fallen on the
cities. This is where the responsibility rightfully belongs.
The challenge to the cities is to accomplish this transition as
smoothly and as free of pain as possible. Their will be discomfort
in the change, there is no mistaking that But in the end, after!
people get over the change, the service must be worth what people I
pay for it or the problem will persist.
City officials must make sure that whatever deal they strike
with private collectors must insure the lowest possible rates. And
the private collectors must be experienced and responsible]
companies to assure the best service possible.
There are those who say that people won't pay for the service.
We have a much higher opinion of our fellow citizens. By and I
large most people understand the dynamics of the problem. They
have and will accept the change, however reluctantly, because it ]
is the right thing to do. And Duval County citizens, the vast
majority of them, take pride in doing what's right.
It has been our fate in life to have to live down the wrongdoings
of others through the years and we are ready and willing to
demonstrate that we are better than what outsiders or opportunistic
politicians give us credit for.
Yes the problem with the collection of garbage will be a
difficult one to resolve. There are those who cannot or will not pay.
There are politicians who will try to take advantage of this
situation to make political gains. But when the smoke clears,^
Duval County citizens will show everyone that they are no
different than people in others parts of the state or nation.
We too are law abiding people who respect the decision of
authority and who wish our communities to be clean and healthy
places in which to live and raise our children.
