Rollback Election Captures
Attention Of EC Trustees
By CYNTHIA L. MILLER
Possible cutbacks in the school
budget for 1983-84. if voters ap-
prove the rollback April 2, were
presented to the El Campo ISD
board of trustees by Larry
Throm, assistant superintendent
for finance, in a meeting Tuesday
night
Throm proposed $1,984,722 in
cuts, which is about $100,000 more
than will be needed if the rollback
passes The board will hold a
public meeting Tuesday, Jan. 18
at 7 p.m. in the high school
auditorium to hear taxpayers’
ideas about which cuts to take
Final vote on the cuts will be Jan
25 at 7 p m. in another called
meeting of the school board.
Hie biggest cuts proposed were
$714,150 in pay cuts for teachers,
and $169,049 in pay cuts for
maintenance, transportation,
cafeteria and custodial workers
This is about a 20 percent
decrease in pay for all these
employees. Throm said
Throm told the board that the
1982 63 tax levy is $4,968,000 If the
rollback passes, the 1983-84
budget will be limited to 8 percent
above the 198182 levy, that was
$4,048,156 The total which may be
collected in 1963-84, therefore, is
$4,372,008. a decrease of $595,992
In addition, there are certain
expenses that the district will
face in 1963 M. including Hie
principal payment on the Meadow
laine School <$50.000», salary
increases <$219,0801, purchase of
five new buses ($135.000 and
Other expenses totaling II 821.222
This is the amount Throm said
that may have to lie cut Irom
this year » budget
Some of the cuts will affect
compliance with Mouse Hill 246,
which seta up minimum
requirement* of curriculum,
Throm said These include the
etimmaimn of tumor High hand
choir and athletics, the
elimination of a foreign languages
teacher at the high school, the
elimination of two math teachers,
two English teachers and one
science teacher, a counselor and
two vocational programs at the
high school, the elimination of the
position of curriculum director
and the elimination of high school
art.
Throm added that the
elimination of high school football
was not included because. "It’s a
moneymaker It can usually
carry baseball and basketball,
too "
Throm also presented, at the
school board meeting and also at
the meeting of Save Our Schools
Thursday evening, statistics on
how much tax money is spent on
each student for El Campo and
surrounding school districts The
amounts range from a low of $916
in Victoria to a high of $2,253 in
Katy Boling is the highest in
Wharton County, with $2,080 spent
for each student, and Wharton is
the lowest with $1,206 El Campo
spends $1,260 for each student,
while East Bernard spends $1,878
and Louise spends $1,396
The finance manager also
presented the current local
enrichment pay for teachers in
surrounding school districts,
ranging from a high of $5,000
above minimum state
requirements for a beginning
teacher with a M S degree, and
$6,000 for an M A degree in the
(’alarms ISI). to a low of $2,400
and $2 600 in Santa Fe El Campo
currently pays $2,350 above
minimum to a ta*ginning teacher
with a H K It 'iV< to a beginning

In other business Tuesday, the
school board accepted a bid of
$400 for a lot on Palacios St
submitted by Raymond Garcia
Thomas Hollis, maintenance
supervisor for the district,
requested the purchase of a foam
applicator to repair roofs of some
of the buildings The purchase of
such a machine would cost
$10,000 $12,000. Hollis said, adding
that he had spoken to districts
which have one It would save
money in the long run, he ex
plained, since maintenance
personnel would be able to repair
the roofs The foam costs about 99
cents per square foot to apply,
Hollis said, while the usual tar
build up method costs between
$1 65 and $2 per square foot
Hollis was instructed to ask it
Palacios ISD or some other
organization that has a foam
applicator would lease it to the El
Campo ISD to do repairs Board
president Richard Manske said.
“It’s hard to see such a large
capital outlay." when the actual
roof repair would only take a few
week*
The board also hired a con-
sultant lor school and property
insurance Throm explained that
the consultant, hired at $90 an
hour would go over the values of
the properly of the school district,
and the insurance policies to
make sure the district l* getting
the most for its money Throm
pointed out that a nearby school
district went from paying a
$62 ooo premium on til million in
insurance to paving I'MMMSi on 11$
million worth of insurance,
ause such a consultant was
hired
