New Boston Man
Hurt In Collision
A New Boston man was taken to
El Campo Memorial Hospital
Wednesday and later transferred
to Houston where he was listed in
stable condition following a two-
car collision which took place on
U.S. 59, four miles southwest of El
Campo.
According to investigating of-
ficer Hoel Garcia of the Texas
Department of Public Safety,
Hickey Lynn MacDonald was
driving north on U.S. 59 at a high
rate of speed while passing cars
on the inside lane.
MacDonald approached an
18-wheel truck tractor driven by
Coy Darrel Arnold of Oklahoma
and attempted to cut into the pass-
ing lane in front of another vehi-
cle.
While attempting to pass, Mac-
Donald’s pick-up allegedly collid
ed with the rear of the truck-
tractor, throwing him from the
vehicle.
Trooper Garcia ticketed Mac-
Donald for unsafe speed

Raymond allegedly beat Gar-
cia's head against a wall
repeatedly. He also stuck her in a
bathtub of water. He was later
transferred to the Wharton Coun-
ty Jail.
Clyde Hogan, 412 E. West, told
police that a theft occurred at his
residence sometime between July
3 and Tuesday. According to
reports, a bicycle valued at $150
was stolen in the theft.
Bill Fannin, 601 Merchant, told
police that a cassette recorder
was stolen from a business at 2350
N. Mechanic sometime Thursday
evening. The recorder was valued
at $169
Congratulations to Jack
Roberts, newly elected chief of
the El Campo Volunteer Fire
Department. Roberts is a
dedicated, hard-working fireman
and should prove to be an ex-
cellent chief.
While we're passing out flowers
we want to congratulate the new
slate of officers of the El Campo
Jaycees who were installed
Wednesday evening. The .Jaycees
are a good group and will add
much to this community. Jimmie
Triska is serving as president.
The women of the Louise United
Methodist Church are hosting a
miscellaneous shower Sunday for
the David Brewer family whose
home was severely damaged by

Meri Teets, 2611 Myatt Lane,
told police that a purse was stolen
from her car while it was parked
at 2103 N. Mechanic Wednesday
evening. The purse was valued at
$50.
Bhavana Desai, 405 W. Jackson,
told police that the McDonald
Hotel was vandalized sometime
Tuesday morning. A plate glass
window valued at $170 was
damaged in the incident.
Two El Campo men were ar-
rested Friday morning and charg-
ed with possession of marijuana
and drug paraphernalia
Randall Raney, 407 Ash and
Michael Martinez, 1501 Pinchot,
ft 18-2655 for more information,
said all types of household items
are needed, such as linens, dishes,
pans. etc. The shower will be held
at the church's Fellowship Hall
from 2:36-4:30 p.m.
And Bobby Perez called and
said that St. Robert's Catholic
Church is going to have a drawing
for a new Chevrolet pick-up truck
to raise money for classroom
construction at the church. A
picture of the truck and full

nesday.
The fact that two consecutive
Miss El Campos have been
crowned Miss South Texas says a
lot for both the quality of El
Campo girls and the Rotary
Club's Miss El Campo Pageant.
The club and the queens are to be
congratulated.
Don't forget that Shala Mills
can be seen in the Miss Texas
Scholarship Pageant in Fort
Worth on Channel 39 at 10:30 p m
tonight on a delayed broadcast

805 E. Jackson. Raney was
transferred to the Wharton Coun-
ty Jail and Martinez posted a
$2,000 fine. Martinez was addi-
tionally fined $206 for motor vehi-
cle violations.
Ira North Jr. of Vanderbilt was
arrested by police Wednesday
night and charged with DWI. Ac-
cording to reports, North was ar-
rested at 500 W. Second after he
was stopped for defective equip-
ment. He posted a $1,000 bond.
Three juveniles were taken into
custody Tuesday in connection
with the July 5-6 attempted
burglary of a coin operated
machine at the Diesel Stop. The
juveniles, two 15-year-olds and a
16-year-old, were released to the
custody of their parents.
A 16-year-old juvenile was
taken into custody Friday and
charged with possession of mari-
juana. The juvenile was arrested
at West Norris Street and FM
2765. He was released to his
parents.

to set the value on all the proper-
ty. and I do it as well and as fairly

Rendering property. Estes ex-
plained, is submitting a statement
of what the taxpayer owns and
what it is worth. "If you render
and the chief appraiser assigns a
higher value to your property, you
will get a written notice in the
mail stating the value assigned,
and the dates and location of the
review board's meetings If you
don't render, you have to find that
out on your own '
Estes then outlined the three
methods of assigning values to
property The most common is the
market method, which assigns
value to a home based on the price
it would bring on the market The

with a short agenda at their first
July meeting Monday evening
Items to be covered include
approval of an agreement with
Motheral Industries, Inc. of
Austin to prepare documents for a
burning permit to be used in the
sanitary landfill
Cost of the application is ex-
pected to be $1,700 to $2,000
Council will also review two
proposed Central Power and
Light Co. tariff provisions.
Neither of them will affect
existing rates for basic electric
service to any class of service.
City officials report.
Appointment of a five-member
Charter Review Commission will
also be considered.
New procedures for personnel
evaluation will be among the
main items discussed at
Tuesday’s meeting of the El Cam-
po Independent School District
Board of Trustees at 7 p.m. in the
administration building
A committee composed of
trustees Jerry Collier, Gilbert
Escamilla, Dr. Earl Erwin and
four members of the local Texas
State Teachers Association was
appointed in April to come up with
a revised evaluation instrument
In other action the board will
hear an evaluation report and up-
date on the five-year accredita-
tion plan, required by the Texas

protest and any documentation or
evidence that will show why the
assessed value is too high Estes

decision, he has 15 days to inform
the CAD that he intends to file
suit, and 45 days after that to file

sions of the Truth in Taxation
Statute, which regulates the set
ting of the tax rate for various tax
ing entities, such as school
boards, cities, water distn -ts and
counties
The taxing unit first must deter
mine an effective tax rate, one
that will generate the same
amount of funds as in the previous
tax year It then sets the new rate
and. if the new rate is more than 3
percent above the effective rate,
that group must publish an adver
tisement in a local newspaper
stating the date and time of a
public hearing in the rate The ad

A Charter Review Commission
is charged once every two years,
on even numbered years, with a
complete review of all City
charter provisions and with
making recommendations, if
needed, for amendments to the
charter
The Commission serves for a
six month term.
In the final agenda item Dr.
C. F. Drapela, city health in-
spector, will report on his findings
at local restaurants and other
establishments that handle food
for sale to the public
Council is also expected to
discuss the recent budget hearing
held by the Wharton County
Central Appraisal District.
Education Agency. The report,
which primarily deals with the
district’s effectiveness in meeting
math and reading objectives,
must be approved by the board
before it is sent to the TEA.
Bids will be opened on bread
and dairy products for the school
cafeterias for the upcoming
school year.
The board will also appoint a
delegate and alternate to the
delegate assembly of the Texas
Association of School Boards, held
in San Antonio, Oct. 2-4.
One resignation, six recommen-
dations for employment and one
student suspension will be
discussed by the board

election limiting the taxing entity
to an 8 percent increase.
Estes said that the public hear-
ings on adopting the tax rates are
the best opportunity for taxpayers
to protest high rates. “All the
CAD can do is set value,” he said.
Beginning in 1984, the CADs will
be required to conduct a complete
reappraisal every five years,
Estes said, adding that by that
time no appraiser will be on the
staff of any taxing entity.
Taxpayers who have further

Property Tax Board’s toll-free

also publishes several free pam-
phlets, available on request,
which explain the taxing process
and the laws governing it
