Louisiana University in

bachelor’s degree in
animal science.
Mazoch then attended
Louisiana State Universi-
ty where he was a
member of the yearbook
staff and the honor socie-
ty Delta Tau Alpha and
graduated with a degree
in veterinarian medicine
on May 18, in Baton
Rouge, La He is present-
ly employed by Dr.
Helouin in Baton Rouge.
Congressional Changes Made To Better Social Security

In light of economic
and demographic
changes which have
changed the financial
outlook of the Social
Security system, Con
gress acted in 1977 and
again in 1981 to make
significant changes to
help bring the system in-
to balance. The factors
necessitating these
changes are complex, but
primary among them
were the economic ef-
fects of unemployment
and inflation, and the
demographic effects of a
lower birth rate and a
longer average life span
These factors combin-
ed to lower the income to
Satellite T.V.

costs In 1977 Congress
voted to increase payroll
taxes from 5.85 percent
on earnings of up to
$16,500 in 1977 to 6 70 per
cent on maximum earn-
ings of $32,400 m 1982
Further increases are
scheduled and the tax
rate will rise to 7.65 per-
cent in 1990
In 1981, Congress acted
to lower benefits in
several categories.
Below is a description f
some of those chang*s.
Changes in Student
Benefits
The 1981 law will
gradually phase out
benefits to students at-
tending college or other
post-secondary schools.
Under prior law, unmar-
ried full-time students
could get payments until
they reached age 22 if a
parent was entitled to
retirement or disability
benefits or had died. Con-
gress realized, however,
that in recent years other
types of aidnto students
had become available
Benefits can continue
for some students as the
program is being phased
out over the next four
years. For students en
titled to a check for
August, 1981 and enrolled
as a full-time student in a
post-secondary school
(usually a college or ap-
proved technical or voca-
tional school) before
May, 1982 benefits can
continue until the student
reaches age 22, marries,
or finishes school.
However, benefits will
be reduced by 25 percent
each year starting in
September, 1982 until
they are completely
eliminated for months
after April, 1985 Also,
starting in 1982 no
benefits can be paid for
May, June, July and
August.
For persons becoming
entitled to benefits for
September, 1981, or later,
who are full-time
students at a college or
other post-secondary
school, payments can be
made for months of full-
time attendance only
through July, 1982 After
July, 1982, students
benefits will generally be
payable only to high
school or elementary
school students through
age 19.
Minimum Benefit
Eliminated
As a result of the new
law, the benefits payable
to a worker and his or her
dependents or survivors
becoming eligible after
December, 1981 will be
based solely on the
worker’s average earn-
ing covered under Social
Security, regardless of
the level of those earn-
ings Under the old law,
the benefit amount could
not fall below a certain
floor specified in the law,
no matter how low a per-
son’s average earnings
were. This floor, or
minimum benefit, has
been removed by the new
law.
No beneficiaries entitl-
ed in December, 1981, or
earlier, will be affected
by this change. Congress
acted to eliminate the
minimum benefit for
future beneficiaries
because it felt that it no
longer fulfills the purpose
for which it was original-

ministration but its full
cost is paid from general
revenues of the federal
government, not the
Social Security trust
funds
Lump Sum Death Pay-
ment Restricted
If a worker dies after
August, 1981, the $255
lump sum death payment
can be made only if a sur-
viving husband or wife
was living with the
worker at the time of
death or is eligible for
survivor benefits in the
month of death, or if
there is a child entitled to
benefits.
Under the old law, if
there was no spouse who
was living with the
worker at the time of
death, the lump sum pay-
ment could be paid to
whoever paid the burial
expenses or to the funeral
home.
