FOOTNOTE TO HISTORY— When Texans outlawed the demon rum 63
years ago, they did so with a vengeance
In May, 1919, voters approved a constitutional amendment designed to
keep Texas forever dry Then the Legislature proceeded to pass one of the
strictest anti-drinking laws in the nation
Senator W. Luther Dean of Huntsville wrote the bill It stopped the sale
and manufacture of almost anything containing alcohol with three excep
tions Industry could use it if it was absolutely required to make certain
products; wines were allowed for religious sacraments and hard liquor
could be prescribed by a physician Violators were subject to from one to
five years in jail.
The Dean law was difficult to enforce, especially where liquor could be
prescribed as medicine The law said that doctors would not prescribe
even a drop of whiskey without first giving the patient a complete
physical examination Reputable physicians did just that, but their less
ethical colleagues did not Everybody knew at least one physician who
would prescribe a pint of hard liquor without benefit of an examination.
Eventually the practice became so prevalent that some drug stores
with permits to dispense prescription liquor installed doctors to do
nothing else. Walk-in “patients” paid the physician 25 cents, and up, for
the prescription, then exchanged it at the drug counter for a pint of bour-
bon. For some reason, Scotch, gin or other liquors were almost never
dispensed
By 1882, making and selling illegal whiskey had become so rampant
that Texas joined the other states in repealing the laws that had dried up
the U S.

WHAT’S IN A NAME& Brownsville, on the tip of Texas, might have
been “Taylorville” except for a quirk of history.
On March 28, 1846, General Zachary Taylor planted the U.S. flag on the
Rio Grande for the first time when he established a fort near where
Brownsville now stands. The future president of the United States named
it Fort Taylor
On May 9, 1846, however. Major Jacob Brown was killed while defen-
ding the new fort against an Indian attack. In his honor, the place was
renamed Fort Brown. When a town was established later, it became
Brownsville.

LEGACY— When a favorite saloon-keeper died in Denison, Grayson
County, the citizens promptly erected a public monument in his honor. It
still stands on a parkway near the business district.
Justin Raynal, who made good money running his bar in the early days
of Denison, left his estate to the city for the purpose of buying a site and
building a school. Today the Raynal School is still a part of the town’s
public education system.
