judges for the ward Shepperd re-
ceived. Ur. Janie# C. Gee, of East
Texas State Touchers College sub-
mitted the application.
"Here is a story of u country

public . . ’ The story of a young
man who believes in his country
and who has a practical plan to
awaken Americans to their re-
sponsibilities as citizens. Fur the
past five years he has utilized his
snare time to make over 1500
speeches in all 40 states, three ter-
ritories. and 32 foreign countries.
"In 1947 after a trip through
Western Europe, he became alarm-
ed over the lack of initiative and
the hopeless attitude of the young
men of Europe He was concerned
not only about then attitude, but
also about what would happen if
the young men in this country lost
Their initiative and incentive to
produce.
He immediately set out to do
lomething about it and organized

ican Cancer Society# "triangle
of leadership" lor District 15.
Under this plan of leadership a
triumvirate consisting of a doc-
tor, a layman, and a woman lead-
er work out a coordinated pro-
gram to fight cancer in the dis-
itrict.
In announcing Shepperd's elect-
ion Smith pointed out thut simi-
lar "triangles of leadership" arc
being tormed in each county in

In private life, Siiepperd is aD
rartner of the law firm of Ken-
ey, Sharp and Shepperd. Long-
view. and is president of the
Gregg County Bar Association.

work so well and to solve our own
problems in such a manner that '
we will act not only a# an ex-
ample. but also as a hope and in-
spiration to Uu- freedom loving
peoples of the world.
Thus the Gladewaler Plan was
born—a plan which mobilizes all
citizenry to pay tribute to and to
practice democracy at grass-root
level. Shepperd in the Glade
Plan set forth four bases on which
democracy rests; Religion, Educa-
tion, Civic Responsibility, and Md |
itant Citizenship. It was his hope
that by this practical demonstra-
tion of Democracy that a spark]
