WHEREAS, the people of the State of Texas expect the state to provide
the highest quality of higher education; and
WHEREAS, Texas public institutions of higher education and the sys-
tems in which they operate are funded by both public funds and tuition
paid by private citizens; and
WHEREAS, the public has the right to demand complete accountabil-
