Teachers Launch
Statewide Fight
For Higher Pay
Public school teachers of Tex-
as are rallying to the call of the
Texas Teachers Welfare Associa-
tion, Inc., determined to wage
a valiant fight for the right of
teachers to earn a decent salary,
and for proper recognition of the
service they render in directing
the education of Texas youth.
Plans are being made now for
the annual meeting of this mili-
tant organization in December,
at which new officers will be
elected to direct the activities of
the association. These include a
membership campaign to enlist
support of every teacher in Tex-
as, a statewide educational camp-
aign to inform the public of the
grave crisis now faced by the
school system, and sponsorship of
legislation before the Legislature
for increase in the pay of teach-
ers.
Founders of the Republic of
Texas made liberal provisions for
a great public school system,
but succeeding generations have
not met their responsibility fully
in maintaining this great public
educational system, Dr. Joe P.
Harris, Dallas County School
Superintendent, Secretary-
Treasurer of the association, said.
The American Council on Ed-
ucation ranks Texas 33rd among
the States in per capita expendi-
ture based on average daily at-
tendance; 31st in expenditure per
classroom unit.
Dr. Harris said the Rural
School Aid Law, which provides
State funds to help poorer rural
districts, should be amended. This
law fixes ceilings on pay of teach-
ers in Rural Aid Schools, start-
ing at $1,215, with increase each
year of $14.50. Maximum salary
for teachers with degrees is $1,-
431.
These salaries may have been
adequate when the Jaw was passed,
but they are far too low now,
