insulated homes cold, damp
and unhealthy. That, how-
ever, was before the South-
western Community Action
Council came along.

southwestern part of West
Virginia has gotten together
with Sun Company to pro-
vide people with insulating
material, instruction, and

Letter to the Editor
Legislation adopted during
the last legislative session
will affect the setting of
school district tax rates
throughout the state this
summer and l‘m sure will
confuse many patrons who
are not aware ofr knowledg-
eable of this law. This law,
which is called “Truth tax-
ation,’’is aprovision of
Senate Bill i passed in the
special session of the legis-
lature in the summer of 1977
and is applicable to all
schools in the state of Texas.
Briefly let me attempt to
explain the main points of
this law and the effect it
will have on our district. The
law states that when a
school sistrict's tax roll incr-
eases due to revaluation,
addition of oil property or
any increase other than reg-
ular improvements, (houses
etc) then the tax assessor
must publish a rate which,
applied to the new tax roll
will generate the same
amount of tax dollars as
generated the previous year.
In order for t\ he Board to
set a higher rate than this,
they must have a public
hearing on setting this rate.
The intent of this law is good
and certainly gives the prop-
erty owner some protection.
Take for example a district
where a revaluation program
or addition of oil and gas
property has caused a con-
siderable increase in asse-
ssed value of the district,
then certainly a lower tax
rate could and should be
adopted. Unfortunately this
is not true in the Howe
district. We do have a slight
increase in assessed valur of
the district, then certainly a
lower tax rate couls and
should be adopted. Unfor-
tuanately this is not true in
the Howe district. We do
have a slight increase in oil
property and also increases
in utility values that will
bring in assitional revenue
to the district. We also have
additional houses that have
been added to the tax roll
since last year. W. th this
increase in value and with
some additional houses that

with the same tax rate we
had last year, $1.85 per $100
assessed value, even though
our budget will be some
$25,000 higher this next
year. Our tax collections
have been good this past
year and we appreciate your
attitude concerning this. A
high percent of collections is
another factor in keeping the
tax rate as low as possible. It
appears that $1.80 per $100
assessed value would gene-
rate the same revenue as
last year, however our bud-
get will again be recom-
mended to the Board. The
main point that I would like
to make clear to all tax-
payers is this, the tax rate
will be the same for the
1978-79 school y ar as the
the rate you paid last year.
