reaping the whirlwind. Politcial lead-
ers no longer date speak in a logical,
rational way and, must outdo one an-
other irr radical ranting.
Present conditions in Mexico are a
lesult c.f foreign plotting which be-
gun, long before the world war. Per-
haps conditions here would be dif-
ferent, had, European- statesmen fore-
seen the .social upheavals that came
to tile world as the result of the
greatj conflict. \- g
When .the world was at. peace, Eu-
ropean business rivals of the/United
States amused themselves by filling
Mexico with propagandists, all anti-
American. One group ;of propagan-,
dints was made-up of German social-
ists. Their teaching is ndw described
as ’"bolshevism.” It has run through
Mexico li-ke quicKsilver and is- the
chief stumbling block In the waV. ,of
progress, keeping,the Mexican masses
in misery and on the border of actual
starvation. v

Had not foreign propaganda caused
Mexico- to draw away .from- the United
States, Mexico would now be-one of
the. richest -countries in the world, in-
stead of being one of* the poorest. In
few of the war-stricken Countries are
the masses so miserable as in Mexi-

Revolutions have brought them only
added misery, yet they .eitlll dream of:

emissaries whose great purpose was
to injure Americans In Mexico and,
if possible, cause industrial trouble

or class conflict in Ameyica.-The Mex-
icans lack sufficient Intelligence to
understand this. They cfoss tliffl^yes
to the fact that Americans in the past
gave them steady and profitable em-
ployment aud opened the door of op-
portunity to them. They keep in their
minds only the anti-American at-
tacks, charging that. Americans-have
made millions by exploiting th& Mexi-.
cans, forgetting that all other for-
eigners have come to Mexico as prof-
it seekers.
Huerta Is Radical -S~
It may be that President Adolfo de
la^Huefta has been driven by condi-
tions into ultra-radical utterances,
but those who have known,him for a
long time and those who have con-
versed with him recently say that he
is a socialist, with no respect for in-
dividual property lights. Even here,
there is a strange contradiction, pre-
sented in his haste to issue his "free
ports” decree' at the time the Mexi-
can congress had decided to revoke
the extraordinary powers granted to
him after the May revolution. It is
known that capitalists, described by
some as “scheming financiers.” aie
back of the “free ports” scheme, and
an altruist’s connection with such
men is hard to explain.
Mr. de la Huerta is president of
Mexico, tossed to this high post by
revolution, and he is filling the post
about as a walking delegate would.
The result is that 100,000 .Mexican
workers are idle through strikes or
the effect of strikes.
