Under an amendment to the pos-
tal laws, dated December 4, 1!»07,
government mailing of weekly
news payers to subscribers, it is
specifically provided that sub-
scriptions must not he delin
quent to exceed one year's time;
and papers ,*ent to subscribers
delinquent over that length <>f
time ( an not he mailed at the reg-
ular newspaper pound rate, but
mu-t, bear each a one-ccnt stamp.
This ruling means that ail sub-
scribers receiving paper- by mail
must keep their subscriptions paid
up and that failure so to do will
compel the publishers to drop
from their lists all subscribers
not paid to within one year of
date of issue.
The Reviewsubscribersreceiv-
j ing the paper by mail there-
I lore earnestly requested to give
proper attention to this ruling
and, if in arrears, ,to remit at
once. By -o doing they will not
only comply with the law, but
will also greatly oblige the pub-
lisher.

even for his beat friends, no mat-
ter how good they are financially.
