Child care not utilized; Clinton to raise bar

percent of children eligible for
federally subsidized child care
got--it last year, the Department
of Health and Human Services
•; reported Wednesday as offi-
’ cials lobbied for more money in
ftbe coming budget.
. The number of children
■' served inched up from 1998,
j thanks largely to states using
: njpre welfare money for child
] care. But advocates worry that
scarce dollars mean many fam-
ilies, particularly the working
poor, do not get the help they
need.
“These new findings demon-
strate that too many working
families are . still struggling
with the high cost of child
care,” President Clinton said in
a statement. “We must ensure
America’s families have access
to affordable, quality child care
so they can balance their
responsibilities both at work
and at home.”
HHS Secretary Donna
Shalala also touted the report
on Capitol Hill on Wednesday
as she pressed for more child
care money.
The Clinton administration
has pushed for massive increas-
es in child care spending since
the 1996 welfare overhaul
requiring many single mothers
who were on welfare to get
jobs.
Under the federal program,
states offer subsidies on a slid-
ing scale, with the aid phasing
out as a family’s income grows.
Parents can use the subsidies to
send their children to a child
care center or to pay a neighbor,
friend or relative to care for
them.
On Wednesday, Shalala
urged Congress to approve a
$817 million increase in this
program as lawmakers enter
final budget negotiations. That
is a significant increase but
much more modest than the
large-scale child care programs
President Clinton proposed in
1998 and 1999.
She hoped the report would
help make her case.

tiny amounts of a hormone

Called Mirena, the device

years. It has long been popular
in Europe.
While the FDA called it just
k another option for birth con-
trol, some women’s advocates
call Mirena a more modem
IUD that may help re-ignite
Americans’ interest in
intrauterine devices.
JUDs sit in the uterus to
lock conception. Worldwide,
they are the most popular birth
control devibe. But Americans
‘were largely scared away from
IDs by the Daikon Shield,
inch was blamed for painful
infections, miscarriages and
onie deaths before it was
aimed in 1975.
Americans can already buy
the Paragard IUD, also known
as a . “copper-T” IUD, which
provides 10 years of birth con-
trol.
Mirena works through the
traditional IUD design and by
releasing tiny amounts of the
hormone levonorgestrel into
the uterus. It’s about 99 percent
effective at preventing preg-
nancy, but the ability to
become pregnant quickly
returns when Mirena is
removed, said manufacturer
Beriex Laboratories. -
The FDA cautioned that
wdfiten should not use Mirena
if they have a history of pelvic
inflammatory disease or a pre-
vious ectopic pregnancy. Nor
does Mirena prevent sexually
transmitted diseases.
Beriex said other side effects
include breast tenderness, nau-
sea, headaches and mood
changes, which generally dis-
appear within four months of
the IUD’s insertion.
In the first few months after
Mirena’s insertion, women
may experience bleeding
bqpyeen menstrual cycles —
but'after that, many women’s
periods become shorter and
lighter or even disappear,
something the FDA listed as a
side effect but that some
women may call a benefit.
Beriex said Mirena will
begin selling early next jrear
but did not disclose a price.*

spokesman Jake Siewert said.
“As a supporter of capital
punishment, he believes he has
a special obligation to ensure
that it’s administered fairly and

tem,” Siewert said. “We’re
going to look at that individual
case. And at the same time,
we’ve asked the Department of
Justice to take a broader look at
the geographic disparities and
what can he done to remedy
that.”
Clinton has been inundated
with requests to spare Garza,"a
marijuana-ring boss convicted
in Texas of three murders in
1990 and 1991.
Garza, who is Hispanic,
asked Clinton in September to
commute his sentence to life in
prison because of “long-stand-
ing racial bias” in capital pun-
ishment sentencing.
If his Dec. 12 lethal injection
is not blocked, Garza would
become the first federal death
row inmate to be executed in 37
years.

WASHINGTON — The
economy, beset by weakness in
auto sales, manufacturing and
construcdon, showed further
signs of slowing in November,
while inflation remained gen-
erally subdued, the Federal
Reserve said Wednesday.
In its latest review of eco-
nomic conditions around the
country, the central bank found
plenty of evidence of a slow-
down in activity — lackluster
consumer spending, scaled
back auto production and a
falloff in the pace of single-
family home construction.
These signs provided “fur-
ther evidence of slowing in
economic growth,” the Fed
said in a survey compiled from
information supplied by its 12
regional banks.
The information in the beige
book, so named for the color of
its cover, will be used by Fed
policy-makers when they next
meet on Dec. 19 to set interest
rates.
Analysts said the Fed survey
supported the view expressed
by Federal Reserve Chairman
Alan Greenspan on Tuesday
that U.S. economic growth had
slowed “appreciably.”
Greenspan’s comments had
spurred a big rally on Wall
Street as investors viewed his
remarks as a signal of future
interest rate cuts by the Fed to
ward off a recession.
However, the market .lost
ground on Wednesday. The
Dow Jones industrial average
lost 234.34 points to close at
10,664.38 after having gained
338.62 on Tuesday.
Analysts said the drop
reflected a more realistic
assessment of Greenspan’s
comments. They said that rate
cuts won’t be occurring imme-
diately but only if the economy
weakens more than it has to
date.
