Board of Educator
Certification adopted Friday a
proposal to allow Texas school
districts to hire teachers with
college degrees but no educa-
tion training.
The measure was seen as a
way to curb Texas’ teacher
shortage.
“This proposal might fill
some classrooms, but it will
shortchange children,” said
Brock Gregg, spokesman for
the Association of Texas
Professional Educators, after
the 8-0 vote with one absten-
tion.
According to the certifica-
tion board, Texas this school
year has an estimated 45,000
teacher vacancies in a total
teacher work force of about
250,000.

cracies, certification protects
children.”
The proposal next goes to
the State Board of Education
before returning to the certifi-
cation board for final approval.
It would allow districts to
issue “transitional certificates”
to college graduates who have
knowledge of the subject they
would be teaching, but no for-
mal training or degree in it.
Districts no longer would be
required as now to inform par-
ents which classes were being
taught by uncertified teachers.
Also, teachers already certified
could be moved from their cur-
rent subjects to teach for up to
two years in areas in which
they are uncertified.
“This proposal makes it so
school districts don’t have to
ask any more. They tell,”
Gregg said. “That flies in the
face of what it takes to run a
successful public school dis-
trict.”
