today carries $34,897,103.50, a de-
crease of more than three hundred

estimates of the secretary of the
treasury were cut more than a million
dollars s As first presented the bill
included a provision by Representa-
tive Burleson, of Texas, for making
former presidents of the United Slates
members at large of the House with
a salary of $17,500, but this was
struck out No provision was ntade
in the bill for the Commerce Court,
which will probably finally kill this
court, tho existence of which has all>
along been, of doubtful benefit to the

Washington, D. C., Dec. 4.—Presi-
dent Taft today in an address to the
Rivers and Harbors Congress In ses-
sion here, said that he waa opposed
to any scheme for the improvement
of the Mississippi river that does not
look to the prevention of floods as
the primary object, add would give
bis endonement only on Condition
that the work be placed La the hands
of army engineers. He said that he
favored the expenditure by the gov-
ernment and states In the Mississip-
pi river valley of forty or fifty million
dollars, If necessary. Other water
ways projects, he stated. wo*ld not

Waco, Texas, Dec. 4.—In an Inter-
view here last night Gov. O. B. Col-
quitt stated that he would recommend
to the next Legislature the establish-
ment of a board of charities and cor-
rections to hare charge of the State
Training 8chool for Juveniles and all
other State eleemosynary Institutions.
The bill will be ready by the time
the lawmakers convene next month.
While the Governor did not enter
Into a discussion as to the condition
of affairs at the Gatesville institu-
tion, he Indicated that Superintendent
W. N. Adams would be sustained in
the j>oeition he has taken. The resig-
nation of Davis R. Hall, chairman of
tho board of trustees, has been with-
drawn, and .Mr. dial! will continue .to
occupy that pl„ce.
The malu trouble at tho Gatesville
Training School, according to the Gov-
ernor, Is lacl; of support on the part
of the State, and he expecta more lib-
eral appropriations from the Legisla-

Denton, Texas. Dec. 4.—It was re-
vealed here today that John Ellin, a
well known citiien here for thirty
years, who died last week, was Jos-
eph Addison, who was convicted of
manslaughter In Buchanan, Georgia,
In 1873 and served three out of fif-
teen years of his sentence when ho
escaped from tho penitentiary, "crim-
ing to Texas.
Addison kept his Identity a secret
from even hi* own family untO n
year ago, when hi* two sons came
here In answer to a letter from him.
For the first timo he then learned
that hi* wife had been dead for six
year*. It was stated that the Geor-
gia killing was over a dog, and Addt-
expendlttir^s, he adds, however, may
be paid under the law from bond sales.
The estimatted receipts for that year
are $710.(4lj000. while the ordinary
appropriations are estimated at
$732,356,023, and the canal expendi-
tures at $30,174,432. Undoubtedly
having probable tariff revision tn
mind, the Secretary announces that
these estimates are based upon pres-
jent condition* and laws. r

state penitentiary that is to be built
at Joliet at a cost of $3,500,000 are to
have sanitary surroundings and acme
comforts unusual in a prison, accord-
ing to plans which have been drawn
up after a long study of ;>enal instl-
tuions in America and Europe.
Features of the plans which will he
submitted to Governor Denosi this
week include;
Sunshine in every cell.
Constant supervision of prisoners
from one central point.
Circular cell houses, connected
with a central dining hall.
Separate heating and ventilating
arrangements assuring maximum ef-
fect tor health of inmates.
The cell bouses are novel circular
